Job Description (Please follow all instructions carefully)

Summary

As a Program Analyst, you will be responsible for providing expert analysis on a variety of subject matter, and for initiating and/or leading projects involving the evaluation of regional programs/operations.

The Heartland Region’s Portfolio Management Division manages the region’s federally owned real estate portfolio and optimizes its value for GSA, customers and taxpayers.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

  • Acts as the regional authority for spatial data management policies (National Business Space Assignment Policy (NBSAP), CAD Standards, Land Port of Entry (LPOE), Pricing Desk Guide Policy, etc).
  • Performs a variety of analytical work, oversight and assurance of data integrity and reviews information before submission to various databases.
  • Plans and/or directs complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action.
  • Prepares and/or conducts briefings for higher level management to explain the specific Spatial Data Management, Rent Bill Management, or pricing issues, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation.
  • Makes recommendations for the development or modification of program objectives and resource utilization to achieve the established goals, and to improve the performance of operating programs.

The GS-13 salary range starts at $103,409 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected (2024 General Schedule Pay Table).  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience analyzing and measuring the effectiveness, efficiency, and productivity of administrative or technical programs; conducting studies, analyzing findings, and making recommendations on substantive programs; identifying or developing metrics to measure the success of initiatives; and using quantitative and qualitative data to determine if success has been met. Experience must also include experience with AutoCAD and REVIT to create and manage precise and accurate drawings using various tools and features.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Mastery of program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform broad, far-reaching studies impacting operations.
  2. Experience with AutoCAD and Revit to create and manage precise and accurate drawings using various tools and features.
  3. Expert knowledge of qualitative and quantitative techniques to analyze the effectiveness and efficiency of assigned programs, specifically management objectives and issues relevant to organizational goals.
  4. Ability to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness of programs.
  5. Ability to identify problem areas, conduct extensive research, evaluate complex technical data, and make decisions or recommendations of a highly critical nature.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
