For the GS-09:Specialized Experience: One year of specialized experience which includes preparing financial management documentation to support execution of project fiscal responsibilities; reviewing the development of annual and long-range civil works budget necessary for regulatory compliance of planning, engineering and construction programs; gathering documentation for the annual budget estimates, and providing technical justification for submission. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07) or equivalent

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in afield which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Mathematics and Accounting.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
For the GS-11:Specialized Experience: One year of specialized experience which includes identifying and managing resource requirements of project or program scope, budget, schedule, quality, procurement, risk, and/or regulatory requirements and customer relationships as required for program accomplishment; preparing financial management documentation to support execution of project fiscal responsibilities; reviewing the development of annual and long-range civil works budget necessary for regulatory compliance of planning, engineering and construction programs; developing budget estimates and technical justification and reviewing operations to assure maximum utilization of appropriated and/or non-federal funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09) or equivalent.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Mathematics and Accounting.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
