Duties

As the Program Analyst you will have direct involvement in confidential administrative management issues, decision-making, meetings, discussions, telephone calls, management policies in the field of labor-management relations, projects, etc. with the administrative issues. 

This Notice is issued under direct-hire authority to recruit new talent to occupations for which there is a severe shortage of candidates. We have a severe shortage of qualified applicants for our Contract Specialist positions. To help us fill these jobs, we have been granted “Direct Hire Authority” or DHA. Major duties include, but are not limited to the following:

  • Monitors and evaluates assigned Managed Services Office (MSO) programs and initiatives. Serves as technical advisor for assigned program activities, obtaining appropriate resources to facilitate accomplishment of objectives.
  • Plans and/or directs complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action.
  • Analyze and evaluate the development of new or modified methods, organizational structures, management processes, procedures, and guidelines
  • Designs and undertakes comprehensive management studies, initiatives, or data-gathering efforts, to provide information that will assist management in controlling MSO's diverse program areas. Information that affects program delivery, and identifies actual or potential problem areas impacting program operations and success.
  • Serves as liaison for workforce planning to the assigned MSO Human Resource liaison for personnel action request processing, and provides hands-on support to Supervisors and Director on upcoming personnel action requests (PAR). Some complex in nature. Submits PARs and Position Description changes for approval, and to HR Liaisons. Tracks for completion, and communicates with all associated parties during the process.
  • Creates, reviews and updates or ensures internal and sometimes external communication to convey common communication across the portfolios. Collaborates with other key organizations and agencies in delivering such communication. Communication includes but is not limited to organizational newsletters, updates to internal resource websites, messages sent from and to the program email box. Messages and topics that include requests for information and data calls.

  • Current or Former Political Appointees The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required.

The GS-13 salary will be determined based up location after selection.

Specialized experience is analyzing and evaluating the effectiveness of complex program operations and/or project initiatives aimed at improving business processes and customer service initiatives and communicating program goals with internal and external stakeholders. This experience must include:

  • Implementing and maintaining tracking and reporting systems that measure the success of program operations;
  • Applying change management techniques;
  • Consulting and advising management officials on program and/or project issues, recommendations and outcomes;
  • Developing written, oral and multimedia presentations such as writing blogs, articles, fact sheets, position papers, etc. and;
  • Managing and utilizing e-tools (such as Zoom, Google) to facilitate meetings.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. 

  • Expert knowledge of qualitative and quantitative techniques to analyze the effectiveness and efficiency of assigned programs

  • Ability to identify problem areas, conduct extensive research, evaluate complex technical data, and make decisions or recommendations of a highly critical nature.

  • Ability to identify problem areas, conduct studies, analyze findings and make recommendations on substantive operating programs.
  • Mastery of program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform broad, far-reaching studies. 

  • Comprehensive knowledge of Government and agency regulations, policies, processes and procedures, including Federal laws and regulations, Executive Orders and agency directives pertaining to the designated program areas.

  • Knowledge of project management techniques to oversee the projects and programs that directly impact the office wide systems efficiency and effectiveness

  • In-depth knowledge of agency organization, programs, mission and functions in order to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness or programs operations or functions.

  • Comprehensive knowledge of Government and agency regulations, policies, processes and procedures, including Federal laws and regulations, Executive Orders and agency directives pertaining to the designated program areas.
  • Skill in interpersonal relations and in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives; ability to present findings and conduct formal meetings in a concise and professional manner.

  • Strong communications skill both in written and verbal formats.
