Summary

As a Program Analyst, you will serve as a technical advisor for assigned Technology Modernization Fund (TMF) activities, including conducting data analysis, identifying trends and takeaways, communicating your findings, and collaborating on driving strategic change.

Location of position: General Services Administration (GSA), Office of the Deputy Administrator, Project Management Office (PMO) for the TMF.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

This is a TERM appointment, made for an initial period of up to 2 years. The appointment may be extended up to a total of 4 years, in increments of 1 year or less. Permanent competitive career or career-conditional employment cannot be acquired through a term appointment. Term employees are eligible to participate in most of the benefit programs available to permanent federal employees, e.g., the FEHB, FEGLI, Federal Employees Retirement System (FERS) and the Thrift Savings Plan (TSP).

Duties

  • Performs analysis on TMF data to draw and report on conclusions. Manipulates and mines data, conducts research and statistical evaluation, and synthesizes information to meet team needs, provide actionable insights, and support our strategy.
  • Applies judgment as well as knowledge of TMF strategy to analytical findings to identify and build stories around TMF investee progress, outcomes, and learnings. 
  • Designs and undertakes comprehensive management studies, initiatives, or data-gathering efforts, where the boundaries of the studies are extremely broad and difficult to determine in advance.
  • Partners with other agencies and resources to conduct data analysis.
  • Prepares and conducts briefings for stakeholders, leadership, and other interested parties to explain specific analyses and findings, and to provide recommendations or action plans.
  • Makes recommendations for the development or modification of Insights and Data team objectives and resource utilization to achieve the established goals and improve the performance of programs.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-13 salary range starts at $103,409 per year (based on Step 1, outside of locality pay areas) to $128,717 (includes locality pay). Locality pay will be determined once the duty location has been established.


If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Management and Program Analysis Series 0343.


SPECIALIZED EXPERIENCE:  

Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is experience serving as a technical advisor utilizing data analytics tools to perform studies on program activities. Experience must include evaluating and identifying operational problems, evaluating alternative solutions and recommending actions using data standards and protocols to ensure data integrity and accuracy.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  2. Knowledge of databases and software tools to manipulate and mine data, conduct research and statistical evaluation, and synthesize information to meet an organization's needs.
  3. Knowledge of regulations, policies, processes and procedures, including Federal laws and regulations to perform program analysis, management and evaluation methodologies, studies impacting an organization’s operations
  4. Skill in identifying problem areas, conducting research, selecting and evaluating technical data and making decisions or recommendations for action.
  5. Skill in interpersonal relations to present technical information in formal meetings to foster understanding and acceptance of findings and recommendations.
  6. Skill in oral communications to explain and negotiate requirements and/or implementation of program initiatives.
  7. Ability to communicate technical information, to foster understanding and acceptance of findings and recommendations.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
