Summary

As a Program Analyst you will perform complex analysis and reporting on various divisional programs for the Real Estate Acquisition Division..

Location of position: San Francisco, San Diego, Sacramento or Los Angeles, CA; Tucson or Phoenix, AZ

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

  1. Analysis and Review: Serves as a Senior Analyst and conducts complex and special studies, reviews, and analyses of complicated and sensitive procurement program data, problem identification, strategic planning and continuous improvement for the Real Estate Acquisition Division. Provides authoritative advice and guidance and serves as a technical authority over the Business Analytics program. Applies a wide range of qualitative and/or quantitative to assess and improve program effectiveness and complex management processes, projects and systems. Serves as a technical authority in the performance measures area, functions as a troubleshooter on a diverse range of issues, projects or concerns requiring an overview of the divisional operation with respect to resolving significant and programmatic situations.
  2. Policy and Program Management: Establishes and provides input and makes recommendations regarding national and regional policies and functions, operations and procedures. Conducts special studies to analyze complex and sensitive problem situations and develop and implement solutions.  Monitors, evaluates, and analyzes assigned multi-functional divisional programs, functions and initiatives. Develops business solutions through the constant modification of the existing business line applications.
  3. Special Projects: Plans and/or directs complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action. Performs special assignments which may involve any phase of division’s program areas and which frequently overlap into other related functional disciplines.
  4. Stakeholder Engagement: Establishes and maintains contacts with key Regional and Central Office officials, technical associates, etc. Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).

The GS-13 salary range in San Diego, CA starts at $117,776 per year.

The GS-13 salary range in San Francisco, CA starts at $128,717 per year.

The GS-13 salary range Los Angeles, CA starts at $120,246 per year.

The GS-13 salary range Sacramento, CA starts at $114,332 per year.

The GS-13 salary range Tucson, AZ starts at $105,268 per year.

The GS-13 salary range Phoenix, AZ starts at $108,012 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience includes:

  • utilizing analytical and evaluative methods and techniques, including quantitative and qualitative analyses to conduct studies;
  • developing, adapting, and applying performance measurement criteria to evaluate and determine efficiency, effectiveness, and productivity of program operations; and
  • communicating orally and in writing to explain and defend decisions or recommendations, lead meetings and make presentations, and prepare written guidance and decisions.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Ability to apply qualitative and quantitative analysis to program data, management processes, projects and systems. Providing technical guidance in performance measures and operations.
  • Ability to establish, analyze and provide recommendations for programs and initiatives.
  • Ability to plan, direct, and evaluate complex projects.
  • Ability to maintain contacts with internal and external stakeholders, preparing and conducting briefings and providing recommendations or guidance.
  • Ability to identify problem areas, conduct extensive research, evaluate complex technical data, and make decisions or recommendations of a highly critical nature.
  • Knowledge of Government and agency regulations, policies; including but not limited to the PBS Pricing Desk Guide (PDG), processes and procedures, including Federal Laws and regulations, Executive Orders and agency directives pertaining to the designated program areas.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
