To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience in compiling, analyzing, and summarizing budgetary and other information; coordinating with a variety of technical and administrative specialists to obtain relevant information; assessing and evaluating the effectiveness and efficiency of projects and programs; and obtaining, compiling, and summarizing information and quantitative data for use by others. *
OR* You could otherwise qualify on the basis of Education having 3 years of progressively higher-level graduate education leading to a Ph.D. degree
or Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to perform the work of the position,

OR* You may combine specialized experience and education to meet the minimum qualifications.
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated specialized experience at this level is defined as supporting water resource planning activities, or other technical assistance projects which may include developing, executing, coordinating or monitoring complex, technical programs or projects related to water resources or other natural resources, provide mentorship or training to employees in the management of water related activities, preparing briefing papers suitable for a wide range of audiences. Is able to perform and communicating in writing or verbally in an effective way with employees and managers on topics related to water resource planning activities, or other technical assistance projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
