This position is part of the Department of Defense . The incumbent will be responsible for Serving as a Program Analyst advising the Missile Defense Agency (MDA) leadership on all matters related to the Industrial Base (IB) Resiliency and Health Framework across the Missile Defense System (MDS).

Duties

As a Program Analyst at the NH-0343-4 some of your typical work assignments may include:

  • Serves as a Program Analyst advising the Missile Defense Agency (MDA) leadership on all matters related to the Industrial Base (IB) Resiliency and Health Framework across the Missile Defense System (MDS).
  • Lead, develop, and brief MDA leadership on improvements in operating concepts and criteria that will stimulate the development of improved policies, methodologies, and techniques across the MDS.
  • Serves as expert planner, analyst, and advisor to agency management on program analysis, annual/multi-year and long-range acquisition program planning for key agency programs.
  • Compare actual program developments against approved plans and baselines to identify acquisition potential and actual problems.
  • Develop and execute baseline remedial and preventative actions using progressive analytical and evaluative methods, and administer highly complex program baseline reviews for leadership decision.
  • Applies advanced management and organizational evaluative, planning and programming principles to improve operating concepts and criteria and stimulate the development of improved policies, methodologies, and techniques across the organization.
  • Review, analyze, and interpret highly complex findings on diverse interrelated IB program developments against approved plans to identify potential and actual problems and report findings and recommendations to MDA senior leadership.
  • Present briefings to senior leadership on challenging IB matters that affect MDS programs to ensure they are apprised of potential risks and possible alternative solutions.
  • Lead high-level integrated product teams, working groups, and other meetings as required and establish comprehensive resource guidance to examine and analyze complex IB Resiliency issues to ascertain status, identify disconnects, and provide MDA senior leadership with options for resolving and minimizing programmatic impacts across the agency.
  • Develop and implement techniques to foster teamwork and cooperation to achieve MDA goals and objectives.
  • Steer inter-functional analysis with MDA organizations to identify and resolve substantial IB issues and obstacles to achieving MDS integration and incremental delivery of MDS capabilities.
  • Design, implement, and institutionalize key methods and measurements for continuous appraisal of program performance and utilization for optimization of command resources.
  • Brief General/Flag Officers and senior executive leaders as required regarding the short- and long-term (3-5 years) planning and execution of the concepts, plans, procedures of the MDA IB Resiliency and Health Framework.
  • Recognized as the functional authority within and outside of the organization to lead Agency efforts in the OSD Joint Industrial Base Working Group (JIBWG) and Industrial Base Council (IBC) Executive Steering Group (ESG) and other working groups/forums.
  • Serve as Agency's principal member to the Space Industrial Base Working Group (SIBWG). Establishes organizational focus in directing Program Managers (PMs) regarding executing new approaches to identify mission-critical technologies and reliance on innovative alternatives to alleviate current and projected IB risks.
  • Assumes and assigns ownership of processes and products, as appropriate.
  • Provide proposals to the OSD IB and Defense Production Act (DPA) Title III Officers to obtain funding to address identified MDS IB risks.
  • Represent MDA in high-level working groups for critical energetics materials and other propulsion IB forums.
  • Formulates guidance to work with senior management to establish new concepts and criteria and stimulate development of new or substantially altered policies, methodologies, and techniques.
  • Converts strategic goals into programs or policies.
  • Direct, develop and perform multi-functional logistics management operations that include planning, coordinating and evaluating the logistics actions required to support the MDA goals and mission.
  • Identifying the specific requirements for money, manpower, materiel, facilities, and services required to support the PM's cost, schedule, and performance objectives and correlating PM objective with program plans to assure that the required logistics support is provided at the right time and place.
  • Perform other duties as assigned.

  • This is a Drug Testing designated position. Incumbent must complete a pre-employment drug screen and will be subject to random drug testing

Qualifications

You may qualify at the NH-04 broadband level if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service (must meet 2 of 3 specialized experiences below):
  • Experience developing recommended courses of action to resolve Industrial Base issues that arise during development or sustainment of major weapon systems.
  • Experience designing and, implementing logistics support and institutionalizing strategies for new and legacy weapon systems to meet program cost, schedule, and performance objectives. .
  • Experience reviewing, analyzing and interpreting highly complex findings on diverse interrelated industrial base program developments against approved plans to identify potential and actual problems and report findings and recommendations to organizational leadership.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
