Summary

This position is located in the Office of the Director for Defense Intelligence and Security, Strategy, Programs and Resources (DDI (SP&R)), Office of the Under Secretary of the Secretary of Defense for Intelligence and Security (OUSD(I&S)).

Duties

This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601.

Selection under this appointment authority does not confer civil service competitive status.

If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions.

If selected, non-DCIPS candidates must acknowledge that the position they have been selected for is in the excepted service and covered by DCIPS.

Incumbents typical work assignments may include the following:

  • Serve as a senior analyst responsible for resource management aspects of the annual Planning, Programming, Budgeting and Execution System (PPBES) cycle as it relates to the oversight of the Military Intelligence Program (MIP), Security and Law Enforcement programs and its components.
  • Responsible for providing expert advice, assistance, direction, policy guidance, and financial analysis of the MIP and its component portfolios.
  • Provide expert analysis, advice, direction, policy guidance and programmatic recommendations. Manages the Budgeting,
    Execution, and Enactment phases of the PPBES cycle for the MIP Components.
  • Analyze and evaluate specific program, budget, and technical requirements data to develop and provide programmatic and budgetary recommendations.
  • Maintain proficiency and expertise in resource issues related to intelligence, surveillance and reconnaissance, counterintelligence, security, and law enforcement capabilities.
  • Provide programmatic oversight to the Secretary's Defense Planning Guidance.
  • Analyze and evaluate specific Program Objective Memorandum (POM) data requirements for MIP, Security and Law Enforcement programs for inclusion in the annual CAPE-directed Program and Budget Review process.

Qualifications

The DCIPS occupational structure provides the foundation for managing the DCIPS pay structure. It consists of the following elements: mission categories, occupational groups, and work categories, work levels, pay band (for those DCIPS Components operating under the DCIPS pay banded structure using pay plan IA) and grades (for those DCIPS Components operating under the GG graded structure using pay plan GG), job titles, and competencies.

Specialized Experience: Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled.

You may qualify at the GG-15 level, if you fulfill the following qualification requirement:
1.) One year of specialized experience in Financial Management relating to the areas of Planning, Programming, Budgeting, and Execution systems; 2.) utilizing financial systems for programming and budgeting process; and 3.) briefing, presenting and/or representing senior governmental or Intelligence Community officials (civilian/military).


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In accordance with Department of Defense (DoD) Instruction 1300.26,
"Operation of the DoD Financial Management Certification Program(DFMCP),"
this position requires a Level or Certification under the DoD Financial
Management (FM) Certification Program. If he or she is not already assigned this
certification at this level, the incumbent of this position must obtain this
certification within two (2) years of entry on duty into this FM position. Once
certified, the incumbent must meet the continuing education training requirement
as outlined in DoDI 1300.26. FM workforce members may also present and
maintain one of the following five professional certifications to meet any of the
three DFMCP certification levels: (1) Certified Defense Financial Manager
(CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified
Government Financial Manager (CGFM) Continuing education required: 80
hours every 2 years; (3) Certified Information Systems Auditor (CISA)
Continuing education required: 120 hours every 3 years; (4) Certified
Management Accountant (CMA) Continuing education required: 30 hours every
year; (5) Certified Public Accountant (CPA) Continuing education required: 120
hours every 3 years. To satisfy the DFMCP certification requirement using one
of the five professional certifications listed above, FM workforce members must
be in an active and current status.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.

Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
