To qualify for the Program Analyst, PG - 0343 - 11/12 , you must meet the following requirements:
To qualify for the PG-11 grade level: Applicants can qualify based on education. Applicants must have successfully completed a:
- PH.D or equivalent doctoral degree, or
- Applicant can qualify with three full years of progressively higher-level graduate education leading to such a degree, or
- Applicants can qualify with and LL.M that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
- Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent of the
PG-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills and abilities, to perform successfully the duties of the position.
Experience includes:
1. Demonstrated experience in managing projects, including planning, execution, and evaluation to achieve project objectives effectively.
2. Ability to review, plan, and analyze work processes and practices.
3. Able to analyze proposed changes to operations and assess their impact on program requirements.
4. Utilize one or more of GPO's print procurement IT systems (e.g., PICS, GPOPROC, Contractor Connection, Publish, File Sharing) for data entry, generating reports, managing contracts, reviewing invoices, or transferring files.
OR-
To qualify for the PG-12 grade level: Applicants resume must demonstrate at least one year of specialized experience at or equivalent of the PG-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills and abilities, to perform successfully the duties of the position.
Experience includes:
1.Independently demonstrate experience in managing projects or leading major components of complex projects, including planning, execution, and evaluation to achieve project objectives effectively.
2. Independently review, plan, and analyze data, work processes, and practices, as well as implement new programs or projects, ensuring alignment with organizational goals and strategic priorities.
3. Independently analyze proposed changes to operations and assessing their impact on program requirements, identify potential risks, and recommend appropriate adjustments to maintain efficiency and effectiveness.
4. Independently operate one or more of GPO's print procurement IT systems (e.g., PICS, GPOPROC, Contractor Connection, Publish, File Sharing) for data entry, generating reports, managing contracts, reviewing invoices, or transferring files.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
