Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Program Analyst at the NH-0343-4 broadband level, some of your typical work assignments may include:
- Expertly advise the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Ballistic Missile defense System (BMDS).
- Lead, develop and brief MDA leadership on improvements in operating concepts and criteria that will stimulate the development of improved policies, methodologies, and techniques across the BMDS.
- Review, compare and brief current program developments against approved plans and baselines to identify potential and actual problems, executed baseline remedial and preventive actions, and report findings and recommendations to MDA senior leadership.
- Analyze and brief senior leadership on cost, schedule, and technical assessments of acquisition programs to ensure they are capabilities driven, employ spiral development processes, integrated, and deliver expected performance within cost and schedule, at reasonable risk.
- Provide expert technical leadership to develop and ensure all MDA 2-LTR programs and the BMDS 6 Baselines meet the Directors directive to successfully conduct and brief out the results of BMDS program planning, budget development, acquisition and operational policies, plans and mandated periodic assessments.
- Responsible for the reviews and analysis of program and functional schedules to facilitate the integration and synchronization of program levels and BMDS system level baselines in order to support the MDA phased incremental development approach and ensure delivery of BMDS capabilities to the Warfighter.
- Accountable for the health of BMDS schedules and recommends schedule policy changes to improve schedule discipline, accuracy and consistency across the BMDS. Responsible for the administration and management of BMDS Project Server and assists in resolving policy issues concerning Project Server.
- Oversees and is accountable for the annual Schedule Assistance Visits (SAV) evaluation of Program and Functional schedules to improve overall schedule discipline, review evaluation reports and resolve issues arising within MDA and to insure they are consistent with MDA Schedule policy.
- Responsible for the administration and management of BMDS Project Server, the centralized tool for sharing schedule data across the BMDS.
- Reviews and is ultimately responsible for providing input to acquisition directives, change management and schedule policy manuals and Congressional inquiries.
- Works closely and collaboratively with Functional and Program Manager Staffs on a daily basis to identify schedule process improvement opportunities, and to assist with affecting such process improvements.
- Performs other duties as assigned.

- Incumbent must acquire 80 Continuous Learning Points every 24 months.
Qualifications
You may qualify at the NH04, Broadband Level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 3 of 5 specialized experiences listed below to be qualified:
- Experience working with acquisition regulations, policies, regulations, and precedents. This includes acquisition requirements for complex weapons systems and equipment or closely related systems and equipment development, procurement, and life-cycle management.
- Experience developing programs that includes cost, schedule and performance, and applying qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
- Experience analyzing, evaluating and program scheduling to conduct broad analyses of acquisition programs and recommends solutions and/or alternatives to complex problems.
- Experience demonstrating written and oral communications in order to research, plan, coordinate, develop, and deliver presentations and reports.
- Experience planning and programming knowledge with Earned Value Management by scheduling development, implementation, and analysis; continuous process improvement; supportability strategies; systems engineering; and system test, verification and validation methodologies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
