Duties
The Program Analyst (Business Analyst) is responsible for leading analysis and documentation supporting integration of transactional systems with the AmeriCorps Information Model (AIM) and AI-enabled modernization, leading enterprise-wide initiatives that integrate business processes, technology, data, and artificial intelligence. This role ensures capabilities are implemented in a responsible, secure, and mission aligned manner to enhance decision-making and operational efficiency.
Duties include, but are not limited to:
- Leads the documentation of complex, cross-functional business processes using industry-standard methodologies (e.g. BPMN, process maps, (SOPs), incorporating AI-assisted tools where appropriate.
- Analyzes and documents current-state (AS-IS) and future-state (To-Be) business processes to identify inefficiencies, redundancies, and compliance gaps.
- Supports development of end-to-end business process frameworks, identifying opportunities for automation, machine learning, and intelligent decision support. Identifies process inefficiencies, risks, and opportunities for automation or improvement.
- Recommend innovative solutions that integrate policy, process and data.
- Evaluates impacts of proposed changes across stakeholders, systems, and governance structures.
- Assesses organizational readiness and leads to change management strategies.
- Conducts process performance analysis and supports data-driven decision-making.
- Elicits, analyzes, and validates business and system requirements for analytics, data management, and AI-enabled solutions.
- Translates business needs into functional and non-functional requirements, user stories, and acceptance criteria.
- Builds consensus among diverse stakeholders including program staff and leadership.
- Communicates complex concerts clearly to both technical and non-technical audiences.

Qualifications
Applicants must have one year of specialized experience comparable in scope and responsibility to at least the lower range of the NY-03 pay band, which would be at or equivalent to, the GS-12 level in the federal service. Specialized experience includes the following:
- Eliciting, analyzing, validating, and managing business and system requirements for enterprise systems, data management, analytics, or AI-enabled solutions.
- Leading the analysis and documentation of complex, cross-functional current-state (AS-IS) and future-state (To-Be) business processes;
- Leading enterprise business process improvement or business process reengineering initiatives affecting multiple organizations or stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Remote Status: This position is eligible for full-time remote work based on the duties of the position. If selected, employees must sign a remote work agreement prior to onboarding that details remote working conditions and expectations for the position.
