Duties

As a Program Analyst (Acquisitions Division), you will:

  • Serve as a representative and analyst on fiscal, acquisition, budget and cost estimating matters such as Department of Navy budgeting, policy, strategy, and planning; ship building and component procurement and budgeting; Department of Navy financial management policy, strategy, and planning fund management; and Department of Navy and Department of Energy cost estimating.
  • Be responsible for developing, analyzing, evaluating and reviewing policies and priorities and to assist in the management of all aspects of cost estimating and financial management.
  • Oversee the Directorate and field offices in identifying the appropriate budget vehicles to accomplish the mission of the Naval Nuclear Propulsion Program.
  • Coordinate provisioning of appropriated funds to program activities and oversee proper and efficient placement of funds throughout the fiscal year.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 or NQ-02 level or equivalent in the Federal service.

Specialized experience for this position is defined as meeting ALL of the following:

  1. Knowledge of Federal administrative programs pertaining to acquisition, procurement, and financial management sufficient to develop improvement strategies, plans, and policy.
  2. Expert knowledge of evaluation methods and techniques to effectively present findings, analysis, and recommendations, both orally and in writing.
  3. Demonstrated knowledge of and skill in analytical and evaluative methods, tools, and techniques to assess the efficiency/effectiveness of acquisition, procurement, and financial management operations and substantive administrative support functions.
  4. Demonstrated ability to effectively interact with senior government and contractor officials to represent agency interests.
