This position is assigned to Navy Wounded Warrior (NWW) Division (N95); Commander, Navy Installations Command (CNIC); Headquarters (HQ), Washington, DC. The primary purpose of this position is to plan, analyze, evaluate, and improve the efficiency of NWW adaptive sports and recreation program.

Duties include but are not limited to:
- Provides logistical and program support for the NWW Adaptive Sports and Recreation program.
- Serves as a spokesperson and representative for NWW promoting the Adaptive Sports and Recreation program within Navy, Department of Defense (DoD), and to federal and community-based organizations.
- Plans and executes a variety of functions, to include but not limited to developing, reviewing and assisting in developing point papers, briefs, congressional testimonies/hearings, statements and other items for presentation or information to FFR Executives and senior leadership within CNIC, Department of the Navy (DON) and DoD.
- Identifies and recruits NWW enrollees to participate in adaptive sports/recreation events based upon their disability, limitations and interests.
- Coordinates internally (CNIC/DON)) and externally (DoD/Warrior Care Policy/municipal/private sector) to plan and execute a variety of adaptive sports/recreation programming throughout the country. This includes coordinating introduction and sustainment training camps, clinics, competitions as well as other adaptive/recreation events.
- Liaises with commercial governmental and non-governmental transportation entities for movement of equipment and adaptive/recreational gear to various venues and locations.
- Validates requests, processes orders, and tracks funding for all adaptive sports/recreation events to include supplies and equipment procurement.
- Liaises with program leadership and financial management analysts to create, execute and audit annual adaptive sports/recreation operating budget.
- Coordinates with program Contracting Officer Representative (COR) to ensure all adaptive sports/recreation contracting related tasks are clearly and concisely written, executed and reports reviewed for compliance with documented Statement of Work (SOW) or Performance Work Statement (PWS)
- Serves as travel point of contact for the enrollees participating in adaptive/recreation events to include training on Defense Travel System (DTS) and Non-Appropriated Funds (NAF) travel processes and registration of participants in said systems.
- Prepares, assists, and submits travel requests, authorization orders, vouchers, and Invitation Travel Orders (ITO) for adaptive sports/recreation events to include enrollees and Non- medical Attendees (NMA).
- Serves as the point of contact to resolve processing issues with orders and vouchers. Runs quarterly travel reports to reconcile and track travel budgets.
- Creates, collects, uploads and maintains the private central repository for documentation pertaining to personally identifiable information (PII) of enrollees requesting to participate and/or participating in adaptive sports/recreation events
- Establishes and monitors multiple repositories for enrollees to include documentation in the NWW module within the Total Workforce Management System (TWMS) and manages electronic and hard copies as necessary for the successful planning and execution of adaptive sports/recreation events.
- Develops, manages and updates as necessary, an Adaptive Sports and Recreation program calendar, in collaboration with the NWW team.

Qualifications

A qualified candidate must possess the following:
- At least four years of specialized experience planning, coordinating, and executing adaptive sports/ recreation type events.
A qualified candidate must also possess the following:
- Knowledge of administrative management principles and techniques, FFR programs and services, CNIC programs and missions
- Knowledge of pertinent laws, regulations and policies related to program operations.
- Knowledge of NWW, which is responsible for coordinating the non-medical care of seriously wounded, ill and injured Sailors, Coast Guardsmen, their family members and caregivers.
- Knowledge and understanding of the requirements and operations of DoD and DON Wounded Warrior adaptive sports and recreation initiatives.
- Knowledge of information management regulations such as those related to correspondence, mail, publications and filing.
- Knowledge of policies and procedures for travel, personnel administration, training course enrollment, requisition of supplies, and basic hiring processes.
- Knowledge of and ability to plan, coordinate, and execute small and large scale Paralympic or adaptive sports/recreation type events with multiple entities geographically displaced.
- Skill in working with individuals with serious illnesses, injuries and wounds causing physical and mental disabilities (e.g., cancer, Post-Traumatic Stress Disorder, spinal-cord and Traumatic Brain Injuries).
- Skill in working with individuals that require sporting equipment modifications to participate in adaptive type physical sports/recreation type activities.
- Skill in computer applications for administrative support functions and knowledge of a variety of common administrative software, applications, and web-based programs, to include but not limited to, TWMS, DTS, NAF travel system and Microsoft office suite applications.
- Ability to identify problems, plan, research, collect, sort, and analyze information to formulate plan of action and milestones for the accomplishment of tasks.
- Ability to coordinate and manage concurrent tasks, priorities, and projects, while maintaining a high level of attention to detail and meeting requirements and deadlines.
- Ability to work effectively as a team member or individually with various levels of management and staff.
- Ability to adapt to changing working conditions and frequent interruptions involving frequent pressures of short deadlines that must be met.
- Ability to work and respond efficiently in a stressful environment on time sensitive issues.
- Ability to communicate effectively both orally and in writing.

This position does not have a positive education requirement.
Additional information
Salary is dependent on experience and/or education. Salary is inclusive of locality pay. This position is located at Washington Navy Yard in Washington DC. If selected relocation to the local commuting area (50 miles) is required. Relocation reimbursement is authorized in accordance with agency policy.
