Summary

This position is located in the Office of the Under Secretary for Defense for Intelligence and Security (OUSD(I&S)), Director for Defense Intelligence (Warfighter Support) DDI WS. The Program Analyst, Africa & Near East Division supports one of six Directors supporting the DDI WS.

Duties

This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601.

Selection under this appointment authority does not confer civil service competitive status.

If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions.

If selected, non-DCIPS candidates must acknowledge that the position they have been selected for is in the excepted service and covered by DCIPS.

Incumbents typical work assignments may include the following:

  • Ensures support to operations in Africa by USAFRICOM and the Near East USCENTCOM and intelligence Combat Support Agencies (CSAs) are prepared to execute and sustain operations by developing policy and guidance and advocating for intelligence support and resources.
  • Responsible for intelligence assessments and strategies and their integration with Defense and Intelligence Community (IC) programs and activities.
  • Prepares documents for Congress and the Government Accountability Office.
  • Coordinates and distributes the resulting draft intelligence strategies, plans, and policies for comment and accuracy and integrates accepted comments into the final decision ready documents and plans.
  • Supports OUSD(I&S) participation in Joint Planning and Execution Community (JPEC) reviews of Guidance for Employment of the Force (GEF) and Joint Strategic Capabilities Plan (JSCP) directed Combatant Command plans.
  • Prepares focused, read ahead packages for the USD(I) to participate in Sectary of Defense In-Progress Reviews (IPRs).

Qualifications

The DCIPS occupational structure provides the foundation for managing the DCIPS pay structure. It consists of the following elements: mission categories, occupational groups, and work categories, work levels, pay band (for those DCIPS Components operating under the DCIPS pay banded structure using pay plan IA) and grades (for those DCIPS Components operating under the GG graded structure using pay plan GG), job titles, and competencies.

Specialized Experience: Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled.
You may qualify at the GG-15 level, if you fulfill the following qualification requirement:
Qualifying experience would be demonstrated by 1) supporting operations with allies and partners; 2) facilitating intelligence activities with internal partners to achieve department priorities; 3) negotiating resolution of conflicts consistent with organizational policy objectives; 4) resolving complex program issues to support the warfighter operations; and 5) building read ahead books for senior level engagements.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
