Duties

Duties include but are not limited to:
- Manages the Non-Appropriated Fund Capital Program strategy, programming and process, including screening and qualifying FFR project nominations.
- Represents FFRSS on a variety of issues through diverse forums that are of a highly technical and/or policy nature related to facilities and construction contracting for Navy NAF programs. Serves as subject matter expert on NAF and appropriated fund facility construction-related policy interpretation and development.
- Reviews major NAF Construction (NAFCON) nominations and minor/repair NAFCON nominations. Provides comments and recommendations to Installation and Region leadership with regard to project Return on Investment (ROI), Internal Rate of Return (IRR) and simple payback.
- Reviews architectural/engineering submissions, specifications and cost estimates involving new construction, repair, renovation, alteration of facilities, and recommends changes as needed to incorporate industry trends, local considerations and resource constraints.
- Evaluates the planning status sheets submitted on nominated projects, routes nominations to appropriate Program Manager and NAF Financial Analysts for comment and scoring, and tracks progress and sends reminders to ensure timely processing of all nominations.
- Manages, evaluates and approves facility Sustainment, Restoration and Modernization (SRM) project requirements.
- Oversees Project Validation Assessments (PVA) to include but not limited to: submits PVA purchase requests; balances PVA workload among contractors; assigns appropriate specialized PVAs to the correct PVA firm; ensures a PM is assigned to each PVA; sends PVA checklists to installation staff in preparation for PVA site visit; tracks the performance of PVA to ensure timely submission of deliverable(s) by contracted Architect/Engineer (A/E) firms; receives PVA deliverable; distributes drafts for review; prepares purchase requests and independent government estimates; distributes final reports; and assists in the completion of modifications, task orders, and delivery orders.
- Prepares exhibits for the Regional Prioritization Board, the Board of Directors (BOD) Facility Committee Working Group, the BOD Facilities Committee, and the BOD.
- Assembles the annual NAF Capitalization Report for submission to the office of the Secretary of Defense (OSD) via the Secretary of the Navy (Energy, Installations & Environment).
- Tracks projects and ensures schedules are met for Military Construction (MILCON) Fitness Center, Child Development Center, Liberty Center, Fleet and Family Service Center, and other FFR projects to ensure a design manager is assigned and available to attend review meetings.
- Tracks projects funded through the Unified Tracking Mechanism and for any OSD supplemental-funded FFR facility initiatives to ensure appropriate FFR design expertise is available.
- Identifies requirements and assists with the negotiation for procurement of contract A/E and construction oversight services. Assures compliance with contractual requirements related to the scope of services, schedule, budgeting, and performance time requirements; provides certification for receipt of construction and A/E payments; and validates contractor submitted change orders.
- Represents FFRSS in the development of NAF construction policies, instructions, and guidance by taking part in special task/work groups within the Department of the Navy and Department of Defense NAF arenas and/or other related arenas.
- Responds to the activities required to complete the National Environmental Policy Act (NEPA) environmental analysis; and interfaces with environmental instrumentalities to assess the impact projects may have on the installation's environmental conditions involving matters such as hazardous materials, wetland issues, and NEPA documentation that are directly or closely related to a project's environmental compliance.
- Assists with development of Unified Facilities Criteria (UFC), in conjunction with Naval Facilities Engineering Command (NAVFAC) and other DoD Services.
- Monitors, reviews, and evaluates architectural and construction industry planning and design development/specifications associated with lodging, recreation, and child and youth programs and other community support and business-based activity facilities.
- Develops NAF/APF facility planning training and desk guides utilizing various means such as webinars, videotaped as well as live face-to-face, and on-site sessions when required. Conducts facility planning training seminars for CNIC staff members and others as needed.
