Summary

This is a senior position within the Office of Management Services. The employee will work independently, and as a team member, under the general supervision of the Div Chief. The employee will serve as a technical authority for analyzing space management, managing multiple projects, that vary in size, scope, cost, and priority. Assignments performed by the incumbent are in direct support of FHWA's major program areas and are designed to strengthen the capacity of FHWA to deliver its program.

Duties

As a Program Analyst, you will:

  • Analyze plans, standards and agreements for space occupancy, interior design, security, and telecommunications.
  • Develop and maintains project schedules, plans and specifications and ensures completeness and accuracy.
  • Analyze and investigate projects at all stages to identify problems, report potential problems and advise management of optimum changes in order to solve problems.
  • Review and provide comments and agency positions on proposed Federal law and regulation, legislation, or other proposals on workspace and real property management.
  • Provide support for agency proposals during legislative, budget, and other processes by researching, analyzing, developing, and recommending changes to proposals.

THE IDEAL CANDIDATE:

The ideal candidate is a professional with extensive background in space and project management. The candidate will have experience overseeing the space utilization for a major metropolitan or large regional area, working with floor plans, construction plans and reviewing final contracted work for adherence to organizational and federal specifications.

CONDITIONS OF EMPLOYMENT:

  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • TOUR RENEWAL/HOME LEAVE: Tour renewal and home leave may be offered based on location and position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • POSITION SENSITIVITY AND RISK: Varies by position and will be based on the position to which appointed.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience providing analytic and technical guidance on space issues which may include budgeting, space requirements development and analysis, space acquisition, layout review, project management and relocation coordination.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience providing analytic and technical guidance on space issues which may include budgeting, space requirements development and analysis, space acquisition, layout review, project management and relocation coordination; AND
  • Experience planning, organizing, and directing major support services related projects.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Knowledge of the principles of federal space management. Knowledge of Federal Laws, GSA Regulations, Departmental directives and administrative policies and practices pertaining to facilities and space management.
  2. Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. Ability to manage, plan, organize, control work involving diverse activities, and to gain cooperation coordinate the work of others. Ability to plan, organize and direct major support services related projects and to develop new approaches and methods for acquiring information necessary to accomplish daily tasks in a timely and efficient manner. Ability to independently review and inspect the construction or renovation of tenant spaces to ensure functional requirements and standards are met.
  3. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately. Ability to communicate with all levels of the organization, high ranking management officials, supervisors and technical staff, and administrative support staff.
