Summary

This position is located in the Office of the Chief Operating Officer, Office of Information Technology, Office of the Chief Data Officer. This is virtual opportunity can be performed from any duty station.

Pay will be determined based on the duty location of the position. Remote employees will receive the locality rate associated with the location of their remote worksite, typically the employee's place of residence.

Duties

Data Governance and Compliance

  • Lead cross-functional projects by convening and meeting regularly with subject matter experts (SMEs) from various departments to inform and collaborate to improve data quality and usage across the organization. This includes scoping and defining actionable data governance projects to be addressed through the data governance framework.
  • Execute data governance projects by building, maintaining, and leveraging project management tools like Microsoft Planner.
  • Associated project management responsibilities include building and assigning tasks, communicating requirements and changes to responsible parties, assigning, and driving deadlines, and consulting with Subject Matter Experts across the agency, particularly in cases where in-depth programmatic understanding needs to be coupled with governance and data work.
  • Develop and implement data governance policies and procedures by establishing guidelines for data usage, quality, and privacy using industry standards such as NIST (National Institute of Standards and Technology) and IAPP (International Association of Privacy Professionals). Conduct data quality assessments by evaluating data accuracy, completeness, and reliability through systematic assessment methods like data audits and using tools available within the AmeriCorps Information Model (AIM) environment (e.g., Purview, Synapse, Profisee, etc.).
  • Implement data quality improvement processes by leveraging the Data Governance Framework to identify and address data quality issues using tools like Purview, Synapse, Profisee, etc., leading to enhancement of AmeriCorps data.
  • Manage data governance tools and practices by managing and maintaining business glossaries, data catalogs, and master data policies, processes, and data elements to enable comprehensive data governance and stewardship practices across the organization.

Communication & Cross-Office Collaboration
  • Collaborate with various stakeholder to identify data governance needs and priorities. Establish and facilitate collaborative working groups to define and govern critical data elements, controlled vocabularies, and mastered data throughout their lifecycle.
  • Act as a liaison across organization boundaries to ensure cohesive data governance practices, safeguard data, and foster data stewardship.
  • Provide training and support to data stewards on data governance practices and methods utilizing the AmeriCorps Data Governance Framework.
  • Consult with agency offices to contextualize the impacts of different data types on the results from a data governance perspective (e.g., if sensitive data are part of an analytic project, advise users that the data must have disclosure avoidance methods applied to them before they can be shared publicly).
  • Collaborate with stakeholders by using the data governance framework to execute data governance projects involving various departments and teams to establish data standards and ensure compliance with data policies.

Contracting Officer Representative
  • Function as an expert technical authority and decision maker with responsibility for planning, formulating, implementing, and evaluating effective business planning and use of contracted products and services to accomplish program mission requirements.
  • Determine and describes program contracting needs, while complying with the Contracting Officer's recommendations and statutory and regulatory provisions including, but not limited to, competitive acquisition practices, small business opportunities and reliance on commercial products and services.
  • Reassess needs for existing contracts in light of shifts in Departmental goals and plans, then determines and executes corrective action as appropriate.
  • Performs other duties as assigned.
  • Must obtain and maintain a Non-Sensitive/Moderate risk level of security investigation and clearance.
  • Must file a financial disclosure statement, SF-450 in accordance with agency requirements.
  • Must hold COR Level II certification.

Qualifications

To qualify at the mid range of the NY-3/GS-11 level or equivalent, applicants must possess one year of specialized experience at the next to lower pay band/ grade level NY-2/GS-9 or equivalent under other pay systems. Applicants must meet eligibility requirements and minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Applicants must have one year of specialized experience comparable in scope and responsibility to successfully perform the duties of the position, in either federal or non-federal service performing two (2) out of three (3) of the following duties or work assignments:

1. Lead cross-functional projects across teams/departments to improve data quality and usage across the organization.
2. Act as a liaison across an organization to ensure cohesive data governance practices, safeguard data, and foster data stewardship.
3. Function as a technical authority and decision maker with responsibility for planning, formulating, implementing, and evaluating effective business planning and use of contracted products and services to accomplish program mission requirements.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Remote Status: This position is eligible for full-time remote work based on the duties of the position. If selected, employees must sign a remote work agreement prior to onboarding that details remote working conditions and expectations for the position. As agency remote work policies are finalized and/or evolve, there may be additional guidance and requirements for the position. After hire, employees must follow the requirements in the agency's change of duty station policy when changing duty stations.
