Summary

The incumbent serves as a Program Analyst (Informatics) located at the medical centers, in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA). The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA.

Duties

Duties include, but may not be limited to the following:

  • Cultivates a healthy working relationship between business lines/departments to enable the sustainment and optimization of workflows and for the benefit of all staff and patients.
  • Cultivates a healthy collaboration between enterprise and facility level clinical staff ensuring that patient care technology is effectively and efficiently integrated into the clinical process.
  • Evaluates content quality, eliminating redundancy in duplicate data sources, and improving information interoperability across the organization.
  • Provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts.
  • Coordinated use of subject matter experts (SME) to support decision-making among informatics functions to optimize the healthcare system and the tools that support the business.
  • Supports the analysis of a workflow to consider opportunities for the potential improvement or optimization of the behavior of people, systems, information, and tools.
  • Enables healthcare capabilities and the evolution of technology, to deliver quality care, by developing, implementing, and maintaining informatics tools and access to them.
  • Ensures clinical and business systems operate in a way that improves patient care, ensures patient safety, and meets the needs of providers.
  • Documents, prioritizes, and recognizes requirements for the improvement of the electronic health record (EHR) and other systems, in collaboration with the end-user.
  • Develop reports and information tools using a variety of methods and tools.
  • Provides support work in activities that support the management and delivery of educational experiences using information solutions and technology in all areas of healthcare.
  • Utilizes innovative practice patterns and specializations to continuously develop the informatics role and associated competencies.
  • Performs other duties as assigned.
Work Schedule: 7:30-4:00 or 8:00-4:30 day shift
Telework: This position may be authorized for Adhoc telework. Adhoc eligibility will be discussed during the interview process.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Must posses one (1) full year of specialized experience equivalent to at least the next lower grade level GS-7 that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled?Some examples of applied knowledge, skills and abilities:

  • Providing communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts.
  • Communication among all stakeholders through each level of the organization, to facilitate and support change.
  • Working relationship between the Offices of Information & Technology (OIT) and Health Informatics, allowing for routine dialog to enable the sustainment and optimization of our health information technology (IT) solutions and workflows, for the benefit of all staff and Veterans.
  • Coordinate use of subject matter experts to support decision-making among informatics functions to optimize the healthcare systems and the tools that support the business.
  • collaboration between enterprise and facility level clinical/biomedical engineering staff and health informatics, ensuring that patient care technology is effectively and efficiently integrated into the clinical process.
  • Develop reports and information tools using a variety of methods and tools.
  • Enables healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care in the development, implementation, maintenance, and monitor by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them.
  • Ensures the VHA EHR operates in a way that improves patient care, ensures patient safety, and meets the needs of providers through continuous evaluation, testing, and improvement of the system.
  • Supports the analysis of a workflow to consider opportunities for the potential improvement or optimization of the behavior of people, systems, information and tools.
  • Performs support work in activities that support the management and delivery of educational experience using information solutions and technology in all areas of healthcare.
