Summary

This position is endorsed by the Office of Health Informatics and supported by the Informatics and Data Analytics career field in the Technical Career Field (TCF) program. The incumbent serves as a trainee within the Informatics team and is assigned responsibility to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA.

Duties

TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for 2 years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. Selectees will be required to sign Mobility, Training, and Continued Service Agreements.

This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Duties may include but are not limited to:

Program Management
With assistance from higher lnformaticist, provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts; includes communication among all stakeholders through each level of the organization, to facilitate and support change.
Partnership Management Works with higher level Informatics in leading meaningful and coordinated use of subject matter experts to support decision-making among informatics functions to optimize the healthcare system and the tools that support the business. Cultivates a healthy collaboration between enterprise and facility level clinical / biomedical engineering staff and health informatics, ensuring that patient care technology is effectively and efficiently integrated into the clinical process.
Data and Content Management As an intermediate level trainee, uses an array of tools designed to give the most useful information, in the most accessible way, to the right staff, at the right time, to support optimal patient outcomes.
Application Support As a trainee, enhances electronic health record (EHR) usability, interoperability, and ability to interface with other information-based systems while meeting regulatory, accreditation, and legislative reporting requirements.
Business Architecture Management As a trainee, utilizes workflow analysis necessary to understand the change from the current (as-is) state to a future (to-be) state and addresses the "how" of a process.
Health Information Technology System Optimization With assistance from higher level lnformaticist or supervisor, curates the EHR to suit the needs of clinicians in support of standardized and evidence-based care to the patient community. Studies how people interact with devices, products, and systems.
Requirements Management As a trainee, evaluates, documents, analyzes, prioritizes, and recognizes requirements for the improvement of the EHR and other systems in collaboration with the end-user.
Education and Change Management As a trainee, develops and provides formal and informal education and in-services to facility staff as required to facilitate program success. Maintains professional relationships with supervisors, co-workers, and others in the organization. Demonstrates appropriate and proactive interpersonal skills to achieve the goals of the service. Demonstrates an ability to work under a variety of circumstances to maximize group productivity and quality.

Qualifications

Basic Requirements:

Grade Determinations: You may qualify based on your experience and/or education as described below.

Program Analyst (Informatics), GS-0343-07:

Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst - Informatics. Qualifying specialized experience includes knowledge and use of clinical software packages; prepares reports and presents information effectively; performs data analysis, to include collecting, evaluating, and synthesizing data; and assisting with evaluating and recommending operational process changes.

Education: One (1) full year of successfully completed graduate level education or superior academic achievement, if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.

Superior Academic Achievement (SAA): SAA at the baccalaureate level in the coursework detailed above is fully qualifying. To qualify for Special Advancement for Achievement (SAA), applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:

  • A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.

  • A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Preferred Experience:
  • Basic understanding of data (Excel, spreadsheets, simple reporting).
  • Familiarity with EHR systems (CPRS, Cerner/Oracle Health, Epic, etc.).
  • Ability to troubleshoot problems and learn new technology quickly.
  • Supporting EHR upgrades, go-lives, or staff training.
  • Participating in quality improvement (QI) projects.
  • Ability to train staff or help with onboarding.
  • Degree in health informatics, IT, public health, nursing, or related field OR willingness to pursue training.
  • Familiarity with terminology (ICD, CPT, SNOMED, LOINC).
  • Exposure to privacy/security concepts (HIPAA basics).
  • Experience with databases or data visualization (SQL, Tableau, Power BI).
