Summary

ARC seeks a highly organized and collaborative team player to join our Division of Critical Infrastructure team as a Program Analyst to oversee the annual collection, award and administration of the Local Development District [LLDs] Grant Program that provides funding for administrative support (in addition to funds from other Federal agencies and sources) to each LDD.

Duties

This role will be responsible for staff support in the issue area of LDDs by establishing expertise in that area, coordinating development activity for that area within the region, and encouraging project activity to promote growth and development. Performs a broad range of tasks to facilitate local communities' development through strategic implementation of projects through grants and special initiatives. This is done through issue area planning and coordination, program development, grant application review, and grants management. The incumbent is conversant in the assigned focus area and interprets and applies Commission policies and procedures related to management of ARC grants implemented under the Appalachian Regional Development Act (ARDA). Assignments include work associated with activities initiated by the thirteen states that comprise the Appalachian region and involves coordinating with federal administering agencies, state agencies, Local Development Districts (LDDs), grantees, local agencies, and throughout ARC. This position reports to the Division Director.

Responsibilities

  • Exceptional writing, proofreading and editing skills.
  • Adept analytical and prioritization skills.
  • Strong ability to work independently and in a team setting and strong relationship building skills.
  • Proficiency with Microsoft Suite, specifically word, excel, and pptx.
  • Adept technology knowledge with virtual meeting platforms such as Zoom and Teams.
  • Impeccable communication skills: clear articulation and engaging presentation style.
  • Ability to use planning and organization tools.
  • Strong planning and time-management including goals setting and meeting deadlines.
  • Ability to use decisiveness, problem-solving, critical thinking and decision-making tools.
  • Strong ability to facilitate diverse groups and individuals, including federal, state, and local partners, to advance their goals in a consultative and collaborative manner.
  • Confidence with public speaking and experience with providing training and technical assistance to organizations in group and one-of-one settings.
  • Ability to thrive in a collaborative environment; bring an energetic and innovative approach to work.
  • Successful completion (prior to hire) and maintenance of background security review.

  • Prior to hire, the selectee must successfully complete and maintain a background check/investigation.
  • U.S. Citizenship required.
  • Ability to travel (up to 25%) and must possess a valid driver's license.
  • Management may select at any of the grade levels announced.

Qualifications

  • A bachelor's degree or higher degree in a related field.
  • Three to four years of work experience in one of the subject matter areas listed above.
