Duties

If selected, you will manage the legislative agenda with the U.S. House of Representatives and U.S. Senate and to be the primary advisor on NIST legislation and legislative issues before Congress in particular Manufacturing Extension Partnership (MEP) and Manufacturing USA.

Duties entail:

  • Serving as a procedural expert on formulating legislative agendas.
  • Developing the annual NIST legislative package, clearing NIST, DOC, and OMB to deliver the critical legislative agenda to Congress.
  • Advising NIST and DOC managers on Congressional and legislative actions/issues impacting NIST.
  • Garnering Congressional support for NIST initiatives.
  • Providing expert advice and serves as a liaison with Congress on budget, science, and technology policy issues.
  • Drafting, editing, and analyzing legislation.
  • Developing testimony and preparation materials for agency witnesses at Congressional hearings.
  • Briefing Congress and Congressional staff on NIST issues.

Qualifications

This position requires one year of specialized experience equivalent to at least the GS-14 level (ZA-IV at NIST). Specialized experience is defined as experience serving in a legislative affairs or government relations role, with responsibility for leading the planning and development of legislative strategies, testimony, briefing materials, and congressional outreach activities to support effective engagement and relationship management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
