Summary

The position is responsible for oversight and coordination of all functions related to the execution of MCC, a centralized, world-wide, multi-service, website application that automates access to military and community based CY programs. The incumbent is responsible for managing all aspects of design, development and implementation of the MCC system that serves approximately 3,000 program users and 50,000 families at any given time.

Duties

Duties include but not limited to:

  • Responsible for the overall design and development, program management, implementation, and day-to-day operations of the MilitaryChildCare.com (MCC) application.
  • Provides guidance and oversight to MCC contract teams which consists of approximately 20-30 full-time positions supporting project and program management, requirement documentation, software development, system testing, system administration and training development.
  • Responsible for gathering business requirements from system users and stakeholders, conducting focus groups, and translating business needs to contract teams. Reviews high-level concepts, detailed system requirements, and supporting business guidance to ensure that proposed system designs will meet the intended purpose.
  • Serves as the Contracting Officers Representative (COR) for large government contracts in support of MCC. COR responsibilities include writing statements of work and task descriptions, managing overall project plan, budget, and schedule, and monitoring project performance and associated deliverables. Ensures that outstanding issues are documented and that follow-up action is taken regarding recommendations made as a result of quality assurance or productivity improvement plans.
  • Develops program standards and associated metrics to manage contract performance, justify resource requirements, set customer expectations and monitor output.
  • Works with other JSAS development teams to coordinate system functionality, integration points, and testing requirements.
  • Serves as the MCC subject matter expert and advises OSD, service HQ program managers and representatives and CY program administrators of current and effective management practices that should be employed to enhance the use of the system in order to improve child placement and track child care demand across the DoD CY system.
  • Develops and disseminates information on new initiatives and follows through to ensure that proper implementation is realized.
  • Serves as the Joint Operations point of contact for the system and chairs the MCC working group with representatives from OSD, branches of service and contract teams. Determines meeting agendas, develops meeting materials, assigns presenters and facilitates discussions.
  • Ensures marketing and branding materials effectively communicate accurate protocols and relay appropriate messaging. Makes recommendations for new materials and initiates updates to existing products.
  • Works with the Joint Operations Support Desk to ensure specialists are trained on MCC features and functionality and have accurate and appropriate standard responses for both family and program users.
  • Ensures processes are in place and resources available to triage system defects and address complex issues that are escalated through the support desk.
  • Ensures the highest level of customer service with an emphasis on both courtesy and thoroughness is delivered to families, program users and military service stakeholders. Establishes protocols and scripts that provide the basis for staff interaction that are helpful, positive, and friendly.
  • Responsible for the overall Joint Services Application Suite (JSAS) training program. Works with contract teams to discuss training solutions, formats and recommendations that inform an over-arching strategy for end-user training.
  • Responsible for developing detailed MCC training materials that meet the needs of various types of end-users that are located around the globe. The design of training materials can be complex as they must fit into the day-to-day operations of different branches of services, meet the needs of various program types and appeal to different learning styles.
  • Outreaches to families, leadership, program users and community child care providers to communicate and strengthen the purpose of MCC, expand the network of providers and broaden brand awareness.
  • Establishes communication protocols with military service/components representatives who use the MCC system. Organizes and conducts meetings; provides written status reports to services/components.
  • Defines and manages long/short term performance objectives in order to measure on-going feasibility and viability of the program. Provides input to annual budgets and provides status reports as needed to support resource allocations. Takes actions to ensure program and budget objectives are met.
  • Serves as Joint Operations MCC subject matter expert on inter-agency and/or inter-departmental teams established to analyze and resolve complex issues involving current and effective management practices and to make recommendations for implementation of global business practices and automated systems, which may require extensive changes in procedures and impact substantial government resources.

Qualifications

A qualified candidate possesses the following:
  • Four (4) or more years(s) of specialized experience with program management of projects that support child and youth programs, e.g. responsible for any area of the project lifecycle, such as planning projects, determining project requirements, developing solutions, and/or implementing change that resulted in overall project completion and success.
  • Knowledge of project management practices as it relates to the development of automated systems, administering new processes and leading a team through change.
  • Knowledge of MCC and other IT systems which support military child care programs.
  • Knowledge of Department of Defense (DoD) philosophy, goals, vision, policy and programs relating to CYP issues of military members.
  • Knowledge of business functions, organizations, policies, resources and analytical and evaluative processes.
  • Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of complex management processes and systems, which have impact on goals and objectives.
  • Knowledge of EEO program policy, goals, and implementation methods involving decentralized and diverse program operations.
  • Knowledge of techniques and formats for effective communication to patrons and senior leadership, including flag level position.
  • Skill in developing, organizing, and conducting program reviews and improvements through team efforts.
  • Skill in developing, evaluating, and defending programs to higher levels in DON, DOD and other military services.
  • Ability to design, develop and manage systems that meet current and future business requirements and apply and extend, enhance, or optimize the existing architecture.
  • Ability to coordinate and facilitate teamwork in designing and implementing project plans, developing cross-team solutions and monitoring project progress.
  • Ability to direct the work of contract teams, monitor performance, and assure adequate internal control procedures are developed and operative.
  • Ability to determine end user training requirements, design training materials, review proposed solutions and present trainings.
  • Ability to communicate effectively both orally and in writing.
  • Ability to discern and resolve conflicts.
  • Ability to exercise all managerial authority to the fullest extent possible with responsibility for accomplishing the designated mission.
