Qualifications
MINIMUM QUALIFICATION REQUIREMENTS:
1. Managerial or supervisory work experience of the caliber described above that demonstrates comprehensive analytical skills and acquired formal training in financial analysis and financial management systems.
2. The work experience must be equivalent in difficulty and complexity to the next lower grade level.
3. Must possess good oral communication and writing skills.
4. Strong organizational skills are required.
5. Must be able to manage multiple concurrent projects effectively and present ideas and proposals to a variety of audiences.
6. Knowledge of standard office software such as word processing, graphics presentation, spreadsheet and email.

HIGHLY QUALIFICATION CRITERIA:
1. Must possess four (4) years' experience in Department of Defense (DOD) Morale, Welfare and Recreation (MWR) operations, financial management, MWR financial management, business and recreation programs thatprovided a general knowledge of overall MWR operations and operational experience in hospitality operations, financial analysis, and budget operations.
2. Graduate degree in finance, accounting, or business is also preferred; adequate training and experience can be an acceptable substitute.
3. Demonstrated ability to manage and integrate multiple programs, operating across various organizational and institutional levels and systems.
4. Demonstrated capability to effectively translate and communicate requirements, needs and issues horizontally and vertically within all levels of the organization.
5. Experience at problem solving to leverage improvement efforts.
