Summary

The incumbent serves as a Planning and Governance Analyst who is responsible for the review, monitoring, evaluation and interpretation of Department of Transportation (DOT), FMCSA and federal information technology laws, policies and regulations in order to manage risk, develop and promulgate governance strategy, implement plans and guidance, ensure compliance with prevailing laws, and establish standards and procedures.

Duties

As a Program Analyst (Planning and Governance), you will:

  • Manages a wide variety of governance activities that provide advice and guidance to system owners, project managers, and their respective business stakeholders. Plans and manages the development, implementation, and administration of FMCSA's IT Strategic Plan; policies and guidance; management and control of the FMCSA IT budget and financial investments; and the implementation of IT capital planning and investment control (CPIC) and IT governance processes.
  • Establishes an enterprise-wide approach to institutionalize a coherent IT governance methodology for developing and delivering software in a high-quality, cost-effective technology portfolio that advances the goals and vision of FMCSA. Provides authoritative advice and guidance to the FMCSA IT leadership and stakeholders on FMCSA's IT strategic plans, policies, IT budget and IT investments.
  • Serves as a CPIC analyst. Manages the development, continuous improvement and adherence to FMCSA’s technology delivery methodologies and IT best practices. Applies agile program management processes and techniques in implementing the applicable tools/skills to support product managers, program managers, agency business functions, and stakeholders in the development and application of IT portfolio governance.
  • Plans, coordinates, and/or implements IT-related policy and actions to address overall development and sustainment of mission and objectives to ensure alignment with IT performance goals, security issues, and other requirements and IT initiatives. Leads groups and/or steering committees to identify and implement recommendations to improve assigned IT program functions, operations, and performance.
  • Conducts fact-finding analysis of issues surrounding the matter at hand to identify and clarify problems or relevant issues. Researches and interprets federal laws and regulations, policies, and procedures to advise on intent and application of concepts and principles to situations and to provide supporting economic analysis for IT-related initiatives.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.

Qualifications

To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience managing a wide variety of governance activities that provide advice and guidance to system owners, project managers, and their respective business stakeholders.
  • Experience with planning and managing the development, implementation, and administration of IT strategic plans; policies and guidance; management and control of IT budget and financial investments; and implementation of IT capital planning and investment control (CPIC) and IT governance processes.
  • Experience with developing reports, briefings, and presentations for senior management's information and decision-making.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Capital Planning and Investment Assessment - Knowledge of the principles and methods of capital investment analysis or business case analysis, including return on investment analysis.
  2. Information Technology Program Management - Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).
  3. Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
  4. Contracting/Procurement - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
  5. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
