Summary

This position is part of the Office of State and Community Energy Programs, Department of Energy. As a Program Communications Specialist, you will act as a Weatherization Assistance Program (WAP) Communications Specialist, working across all WAP programs to manage communications activities such as Executive Secretariat Correspondence for the Weatherization Assistance Program, including responding to client inquiries and preparing Action Memos for routing.

Duties

As a Program Communications Specialist, you will:

  1. Serve as an analyst and/or advisor to senior program officials with responsibility for analyzing and evaluating a major mission-critical program and its operations or a DOE-wide functional program office with impact across field components.
  2. Consolidate data as necessary and reviews to ensure accomplishment of objectives, timeliness, and acceptability.
  3. Foresee the pros and cons of alternative solutions and explains these to other program and management analysts.
  4. Interpret, review and analyze broad policies, regulations, procedures, and system(s) requirements promulgated by higher authority to determine their impact on local operations and is responsible for their effective application and for developing adaptation and implementing guidance.
  5. Provides advice and guidance for improvements and anticipates areas of concern.

Qualifications

GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

1. Managing and coordinating various projects within a department; AND
2. Collecting and researching data for evaluations of programs/operations; AND
3. Researching and interpreting program related laws, regulations, guidelines, and procedures; AND
4. Analyzing, summarizing results, and providing appropriate and applicable recommendations.

GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

1. Perform formal and informal briefings and presentations to high-level management; AND
2. Evaluate impacts of new policies and procedures to determine the effectiveness in meeting department goals and objectives; AND
3. Research and interpret program related laws, regulations, and guidelines; making recommendations for improvements 4. Manage executive correspondence, including responding to external inquiries and drafting memoranda for leadership.

Under the DHA, applicants who meet the Qualification requirements listed in this announcement will be referred for consideration.
