Duties

ADDITIONAL INFORMATION: Program Director, Collection Services & Data Services Program Management Offices, shares fully with the PEO Ground GEOINT (PEO GG) in assuring geospatial-intelligence superiority through development, acquisition, integration, sustainment, and evolution of mission-critical GEOINT information technology applications and services. Works closely with the Director, Source Operations Group, Source Technical Executive, and the Chief Data Officer and their delegated Mission Owner to develop, modernize, deliver and sustain critical IT capabilities in support of the broad range of technology solutions, as prioritized by the Mission Owners. This includes responsibility for the leadership and management of an agile Information Technology (IT) organization that enables access, collaboration, collection, and consumption of GEOINT to NGA and its partners; developing the IT workforce and aligning NGA acquisition and service programs to the NGA Technology strategy; ensuring NGA managed programs support the PEO GG functional management role in the planning, oversight, guidance, and advocacy for NSG integration in the NSG Architecture, with the Allied System for Geospatial-Intelligence (NSG/ASG), in support of DoW expeditionary operations; collaborating with the architectural planning and engineering to ensure Source GEOINT IT architectures align to the NGA and community architectural principles; and supporting Enterprise Management Services across the range of capabilities available directly from NGA or as a service from our IC/DoW counterparts. Embraces, implements and promotes the principles of agile software development and agile acquisition including innovative contracting strategies, customer driven development, and Continuous Integration/Continuous Delivery (CI/CD) to accelerate capability delivery, facilitate innovation and improve customer satisfaction. Leads a workforce of skilled technical personnel to include government civilian and contractors and is accountable for the accomplishment of these responsibilities and the associated execution of a substantial budget. Responsible for all Cost, Schedule, Risk and Performance aspects of the program and management of the PGC/D workforce. Is the formal leader of the organization and is accountable to the Associate Director of Capabilities, D/Source and PEO GG for delivering IT capabilities to the GEOINT enterprise.

Roles and responsibilities include:

* In coordination with the Source Directorate's Mission Owner and the Chief Data Officer, developing high-level statements of capability to include detailed capabilities roadmaps;
* Planning and scoping the overall program and initiating or terminating specific projects;
* Developing a Program Management Plan that includes cost, schedule, and performance goals, as well as program milestone criteria;
* Providing guidance and standards to individual project managers;
* Managing risks and issues and taking necessary corrective actions;
* Managing the budget for the combined PMO;
* Ensuring products and capabilities align with the enterprise architecture, standards, protocols, and interfaces;
* Overseeing selection of technical solutions appropriate for validated requirements and transitioning the technical solutions into systems when they have achieved maturity;
* Directing day-to-day activities of assigned and matrixed personnel; and
* Providing input to home organizations to support performance management of matrixed personnel.

Promotes mission integration by cultivating communities of interest (COIs) and forging strong relationships with senior oversight and customer stakeholders. Additional duties encompass developing strategic plans that align with NGA's overarching objectives; supporting investment prioritization in sources, emerging technologies, innovation, and research & development (R&D); advocating for analytic and functional tradecraft requirements; and championing training and career development opportunities to build organizational resilience.

This is a Critical Acquisition Position (CAP) which carries significant responsibility and is defined by public law. A 3-year tenure agreement is required for the position. This position requires Defense Acquisition Workforce Improvement Act (DAWIA) Program Management Level 3 certification. The selectee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirement within 24 months, unless a waiver is granted by NGA's Component Acquisition Executive (CAE), and become a member of the Defense Acquisition Corps.

New Acquisition Workforce members or members transferring to a different or higher skill level will have, upon position entry, thirty-six months, forty-eight months, or seventy-two months, depending on the DAWIA Tier required, to achieve their certification. Current Acquisition Workforce members must maintain their current certification by achieving 80 Continuous Learning hours every twenty-four months (40 hours every 12 months).

SPECIAL REQUIREMENTS:
1. Applicant selected for this position is subject to the completion of a one-year DISL trial period. (Applicants selected from outside NGA may be required to complete a two-year DCIPS trial period if they have not already done so.)

2. This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, a TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance. Successful completion of a polygraph examination is required for employment by NGA.

3. This position is covered under the Ethics in Government Act of 1978 (P.L. 95-521). Incumbent will be required to file an Executive Personnel Financial Disclosure Report (SF-278) with the NGA Office of General Counsel.

4. Employment is subject to requirements of the NGA Drug Testing Program.

ADDITIONAL INFORMATION

1. DISL positions are established to provide the highest levels of functional and technical expertise by individuals who are recognized leaders and authorities in a specialized field or functional area. The difficulty, complexity, and novelty of DISL work requires creativity, mastery of subject-matter field, and recognition of the professional community. DISL positions have minimal supervisory responsibilities (generally, no more than 25% of work time) and do not have the organization or program management responsibilities as DISES positions.

2. Joint Duty Credit: All NGA executive level positions require Joint Duty credit. Employees will receive joint duty credit in a majority of service or rotational assignments that were at least at the GS/GG-11 or DCIPS Pay Band 3 level, and generally for at least one year, or for 179 days or more when deployed to a designated combat zone on or after September 11, 2001. Note: Applicants without Joint Duty credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment or provide proof of Joint Duty qualifying experience.


Qualifications

Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. TECHNICAL QUALIFICATIONS (TQ)

Intelligence Community Senior Officer Core Qualifications (ICSOCQ): Leading the Intelligence Enterprise. This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's (IC) mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the Intelligence enterprise and a shared commitment to the IC's core values.

TQ 1. Demonstrated ability to assure GEOINT superiority through development, acquisition, integration, sustainment, and evolution of mission-critical GEOINT information technology applications and services within acquisition program baseline cost, schedule and performance constraints.

TQ 2. Demonstrated ability to establish and maintain partnerships and provide critical capabilities in support GEOINT or equivalent missions using enterprise-level common services directly from the organization or as a service from partners in intelligence, defense, or allied sectors.

TQ 3. Demonstrated ability to work closely with senior organizational leaders, partners, and program oversight to define, develop, modernize, deliver and sustain critical IT capabilities in support of a broad range of GEOINT or equivalent mission areas as prioritized by stakeholders and mission owners.

TQ 4. Demonstrated ability to lead and manage an agile IT organization that enables access, collaboration, exploitation, and consumption of GEOINT or equivalent data for large enterprises and partners.

TQ 5: Demonstrated experience developing an IT workforce and aligning acquisition and service programs to organizational technology strategies.

TQ 6: Demonstrated ability to embrace, implement and promote the principles of agile software development and agile acquisition to accelerate capability delivery, facilitate innovation and improve customer satisfaction.

EDUCATION REQUIREMENT

Bachelor's degree from an accredited college or university.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory technical qualifications, experience in the following is desired:

1. Demonstrated ability to lead and supervise a workforce of skilled technical personnel to include government civilian, military employees and contractors and be accountable for the accomplishment of these responsibilities and the associated execution of a substantial budget.

2. Demonstrated experience leading IT development and implementation in an unclassified industry environment.

3. Demonstrated experience working in a DoW joint service environment and delivering enhanced IT warfighting services and software applications.

4. Demonstrated experience delivering improved IT capabilities across multiple IC and DoW agencies, military services and with Allied partners.

2. Demonstrated expert level experience supervising skilled technical personnel and managing substantial budgets for combined Program management Offices supporting GEOINT superiority or equivalent data-driven operations in high-stakes environments. This includes influencing high-ranking officials and stakeholders; allocating resources to set goals/priorities; guiding project managers, overseeing technical selection/transition, and directing personnel activities; building communities of interests and relationships for integration; developing strategic plans aligned with objectives; prioritizing investments in technologies, innovation, and R&D; advocating analytic tradecraft; and promoting training for resilience.
