The primary purpose of this position is to serve as Director and senior authority to all levels of management on technical and managerial aspects of assigned programs. Directs and allocates resources to achieve program goals; establishes overall plans, policies, priorities, and operating procedures; establishes and coordinates plans and projects as necessary to meet program goals.

Duties

1. Provides Program Executive Officer (PEO) direction requiring unusual managerial competence and technical expertise in the planning, coordination, and management of a broad and complex range of training systems and programs in consonance with higher level program directives and diverse requirements. Formulates and provides broad policy guidance governing the development or acquisition of mission-critical training capabilities. Manages full spectrum modernization and sustainment of assigned training systems/programs. Develops, acquires, and deploys modifications to enhance systems capabilities. Directs studies, research, test, and development covering the full range of engineering and life-cycle management disciplines, seeking areas where combat readiness or combat capability may be increased. Provides consulting services for assigned systems/programs. Reviews all critical actions to assure effective and coordinated action, adherence to policy, and adequacy of expression, coverage, and interpretation. Proposes and establishes internal directives to ensure coordinated work efforts.

2. Establishes the organization's vision to achieve program goals and user requirements within cost, schedule, performance, and sustainability objectives. Accomplishes planning necessary to meet required systems operation dates and user requirements. Defines and publishes justifications for major expenditures for Training Directorate equipment, facilities, other resources, etc. Recommends methods to streamline and reduce programs and operating costs to ensure effective management and to enhance execution of the mission. Through effective and economical management planning and evaluation, determines major mission area activities that should be initiated, curtailed, or eliminated and advises AFLCMC, HQ AFMC, and DAF of the impacts of the changes.

3. Represents the Training Directorate and AFLCMC in conferences with representatives of the military services, other government agencies, partner nations, private industry, universities, research institutions, and professional societies. Presents and defends program and planning decisions at the highest levels of AFLCMC, HQ AFMC, HQ USAF, and DoD. Participates as a principal member of AFLCMC management, in the continual development of AFLCMC policies and provides executive management and services. Establishes and maintains effective working relationships with top level personnel of HQ AFMC, DAF, DoD, other government agencies, partner nations, and private industry in the performance of program management responsibilities. Initiates, conducts, and participates in meetings and conferences at all levels within the U.S. government, with partner nations, and private industry to determine policy and the implementation of weapon system plans and programs.

4. Through subordinate supervisor personnel, assures the establishment of standards of professional and technical quality; and ensures standards are maintained. Evaluates the background of prospective candidates for critical positions and recommends selection of key personnel for senior leader positions. Ensures that career development requirements of assigned personnel are established and that actions are being taken to satisfy those requirements. Supports workshops, conferences, and action groups as deemed necessary to facilitate and enhance the competence of the management and technical community. Participates in and/or chairs senior level meetings within the Air Force to address issues impacting the accession, enhancement, and retention of Agile Combat Support Directorate personnel.

  • Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. MINIMUM QUALIFICATIONS:

1. Education Requirement:
A bachelor's degree from an accredited institution is desired. A master's or advanced degree related business, technical or management field is highly desired.


2. Certification Requirements: This position is also Critical Acquisition Position (CAP) and has been designated as a Key Leadership Position (KLP).
KLPs carry a significant level of authority commensurate with responsibilities and accountability in acquisition. A 3-year tenure agreement is required for this position. Individuals assigned to KLPs must meet certification requirements of the KLP at the time of assignment. KLP requirements CANNOT be waived. The following are statutorily mandated requirements (Reference 10 U.S.C.) 1733 and 1737).
  • Selectee must have 10 years of acquisition experience in an acquisition workforce (AWF) position, at least 4 years of which was performed while in a CAP. (CAP, KLP & PEO)
  • Selectee must meet Advanced level certification requirements in Program Management (CAP, KLP, PEO)
  • Selectee must meet 80 hours of continuous learning requirements within the designated timeframe (80 hours of continuing learning (CL) every 2 years, with a goal of engaging in 40 hours annually).
  • Served as a Senior Materiel Leader (SML) or Deputy Program Executive Officer (DPEO).

B. MANDATORY TECHNICAL QUALIFICATIONS (TQs): (NTE 2 pages - PDF format) A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Substantial and demonstrated experience in: (a0 Management of a large, complex, and technically oriented activities; (b) Development, production, and sustainment phases of acquisition; (c) Leading complex, advanced, high-risk acquisition programs, specifically ACAT designated programs; (d) Accomplishment of program cost, schedule, and performance objectives to meet customer requirements; (e) Integrating weapon system management in support of the operational Air Force.

2. Leadership experience in managing and directing diverse organizations and enterprise portfolios to include integrating strategy across a multitude of stakeholders. Collaboration and Communication experience with DoD, other Services, other Government Agencies, Congress, and Industry/Academia.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required--this information should be embedded within the application package [Resume (not to exceed 5 pages) and Technical Qualifications (not to exceed a combined total of 2 pages)].

Education

Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.
