Summary

This position serves as the Executive Management Officer - Program Management Officer in Insurance Service, which is an element of the Department of Veterans Affairs. Insurance Service directs and manages the operation of VA's 11 Life Insurance programs and is responsible for legislative and regulatory changes, Servicemembers' Group Life Insurance (SGLI)/Veterans' Group Life Insurance (VGLI) oversight, Insurance program oversight, budget, actuarial functions, training, and system development.

Duties

Specific duties include

  • Performs a variety of special tasks or projects in support of the Executive Director, Deputy Director, Assistant Directors, and Staff Chiefs as appropriate.
  • Gathers and organizes narrative and statistical information using generally advanced methods, techniques, and precedents requiring considerable adaptation and/or interpretation for application to administrative functions.
  • Applies analytical and evaluative methods and techniques to issues or studies concerning substantive administrative support functions.
  • Participates in the monitoring, tracking, and evaluation of Insurance metrics, operational/workload indicators, and workload systems for Insurance Service.
  • Develops recommendations for leadership and strives to have viable recommendations accepted by operating components.
  • Provides results of studies and analyses to inform and make recommendations for use by the leadership in maintaining efficient utilization of resources and effective, customer-oriented delivery of benefits and services.
  • Oversees, assigns and supports the HR-related functions of the Insurance Service to include personnel actions, labor relations, recruitment and hiring.
  • Responsible for development of Insurance training and development materials.
  • Oversight of Insurance Records and Information Management.
  • Provides assistance to leadership in analyzing current or new assignments/projects/data to determine impact on program operations and management and participates in an administrative capacity in meetings as requested.
  • Develops recommendations for improvements in administrative operations and to promote efficiency and cost savings.
  • Conducts briefings and prepares updates to keep Insurance Service leadership advised of project plans, progression, and to communicate findings and recommendations, as appropriate.
  • Plans, organizes, and conducts operational analysis studies of Insurance Service to determine strengths, weaknesses, and best practices.
  • Assists in coordinating, and executing activities associated with the Insurance program's procedural requirements and public affairs, to include both employee engagement and VBA-wide mandates.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 05/09/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current/former Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade (TIG) requirements.

  • For a GS-15 position you must have served 52 weeks at the GS-14 level.
The grade may have been in any occupation, but must have been held in the Federal service. A Standard Form 50 (SF-50) that shows your TIG eligibility must be submitted with your application materials.

  • Official SF-50 that shows you held the grade (or higher) for the full performance level of the position you are applying for, or

SPECIALIZED EXPERIENCE REQUIREMENT: Applicants must have 52 weeks of specialized experience equivalent to the next lower grade(s) GS-14 .

GS-15 Specialized Experience:
  • Experience in using advanced management principles, for development of strategic planning, development of communication and marketing materials, resource allocation.
  • Experience with planning, organizing, directing, controlling, reviewing, and applying judgment to tasks.
  • Experience with compiling and analyzing technical and legal information from available sources to make decisions and resolve problems.
  • Experience with providing information to various stakeholder groups orally or written.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
