Summary

As a Program Manager you will exercise full responsibility for the oversight, facilitation, administration, and management of assigned projects.

Location of Position:  Public Buildings Service, Region 5, Southern Service Center Operations Division (SSCOD), Project Management Branch (PMB).

Duties

This position is located in the Public Buildings Service, Southern Service Center Operations Division (SSCOD). The Southern Service Center Operations Division (SSCOD) is responsible for all aspects of facility operations: operating, maintaining and sustaining high quality work environments.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. Positions include routine telework that are geographically specific to: Chicago, IL; Springfield, IL; Indianapolis, IN; East St. Louis, IL; Cincinnati, OH; Cleveland, OH and Columbus, OH.  If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

Duties include, but are not limited to:

  • Ensures or facilitates Project Managers properly exercise the direction and control of project execution including but not limited to project planning and development, programming and scoping, budgeting, and scheduling for activities including and related to design and construction activities, funds management and allocations, programming of project requirements, procurement strategy development, technical contract administration, and contract closeout and evaluation.
  • Ensures staff coordinate with procurement staff in developing project acquisition strategies and plans to ensure successful project delivery. Performs a variety of strategic, project execution, or administrative functions to ensure development of project procurement goals and objectives including but not limited to ensuring development of current acquisition plans or assisting Contracting Officers, Project Managers, or the project team in developing procurement vehicles to ensure successful delivery of projects including when required participating in the preparation of statements of work (SOWs).
  • Coordinates and integrates project activities with the agreed upon procurement strategy and execution method or facilitates adjustment of procurement strategy and execution method where needed to ensure successful project delivery.
  • Ensures or facilitates development and implementation of quality assurance procedures to ensure project delivery effectively and efficiently occurs and quality control procedures to ensure projects were delivered effectively and efficiently; assists with, as or if required, to administer various types of contracts and can serve as either the Contracting Officer's Representative (COR) or the Contracting Officer's Technical Representative (COTR) on all projects.
  • Develops, reviews and approves a cost effective contract quality assurance and quality control plan; ensures staff obtains and reviews contractor quality assurance and quality control plans; ensures that staff informs or directly informs the Contracting Officer of any technical or contractual difficulties encountered; ensures or facilitates timely feedback regarding failures of contractors to comply with contractual or technical requirements of the contract; ensures that staff, or directly if required, monitors progress of contractor personnel; ensures the competent and comprehensive preparation of cost estimates; recommends proposed contract changes, regarding changes in scope or performance standards including recommending contract termination; ensures performance of final inspections of work and coordinates with the appropriate project and procurement staff in recommending to approve or reject the work product in whole or in part.
  • Performs a wide variety of technical or technical support duties necessary to execute, manage, or facilitate construction, renovation and repair portions of projects. These duties require implementation of complex technical knowledge in the fields of architecture, engineering and related technical fields in order to competently and professionally ensure, facilitate or execute actions necessary to ensure the successful delivery of projects.
  • Setting team/staff goals; selecting subordinate staff; assigning team members to projects; administratively and, if required, facilitating technical direction of the work of subordinate staff; planning, assigning, reviewing and accepting, amending or rejecting work done by subordinates; assigning performance ratings; taking performance-based actions; making work assignments; setting or negotiating deadlines and completion dates; ensuring project scopes, schedules, and budgets are developed and maintained.

The GS-13 salary range starts at $103,409 per year.  Salary is determined by the location for which you are selected.  

To qualify, you must demonstrate one year of specialized experience equivalent to the GS-12 level in the Federal service. 

Specialized experience is experience that demonstrates the ability to perform project management on large and highly complex commercial construction and/or large and complex commercial building repair and alteration projects; knowledge of resource allocation models required to develop cost and personnel budgets; knowledge of procurement practices and techniques; ability to accomplish work through others as a senior member of a project team; skill in negotiation techniques to conduct contract negotiations with high level business, industry and/or Government officials; and knowledge of contract administration and closeout.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Knowledge of project management principles, methods and techniques required to develop, schedule, coordinate and manage projects of designated scope and/or portions of more complex PBS design, new construction, building repair and renovation, building maintenance and energy efficient retrofit projects performed in Federal Buildings, Courthouses, Border Stations, leased space and similar complexes.

  • Knowledge of project execution, management and delivery, including various business/industry techniques intrinsic to project management, and the governing regulations, methodologies and processes required to oversee all aspects of assigned projects and to achieve critical project goals, timelines and objectives.

  • Knowledge of real property construction (lease procurement, architectural, electrical, mechanical and structural features; Agency and Federal acquisition regulations/manuals; Federal Management Regulations; state and local building codes) to develop or consolidate performance requirements, explain requirements to agency representatives and contractors.

  • Ability to communicate effectively with other project personnel such as GSA managers and client agency representatives; skill in written and oral presentations and the use of office automation equipment, including pre-defined financial tracking and project management software applications.

  • Knowledge of contract administration techniques sufficient to monitor contractors' performance throughout assigned phases of project development and execution; skill in negotiation techniques required to participate in contract negotiations and business meetings.

  • Knowledge and ability required to interpret contract specifications, and to perform recurring inspections, review contractor performance and to evaluate, document and ensure quality of services provided.

  • Technical knowledge and competency in the areas of design, operation, maintenance and management of assigned building(s) and buildings systems required to develop highly detailed quality project cost estimates and provide quality building and related services through lease administration and contract review to meet customer agency requirements.

  • Ability to supervise and lead a team in execution of its work.
