WHAT IS THE TS-TAXPAYER SERVICESDIVISION?

Vacancies will be filled in the following specialty areas: Taxpayer Services, CAS (Customer Account Services), Submission Processing Headquarters, eFile Services in
Electronic Support Services Branch.
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
As a Senior Manager you will:
- Works with W&I executives, Area Directors, and counterparts in other IRS Divisions in formulating new or revised policies for W&I. Develops overall objectives, strategies, actions and critical success factors for Policy.
- Ensures that area plans and accomplishments are consistent with W&I goals, schedules, and policies.
- Conducts briefings and prepares comprehensive reports to keep top-level managers and leaders apprised of program plans and progress and to communicate findings and recommendations.
- Prepares agency directives, IRM issuances, memoranda, W&I policy statements, and other written guidelines and recommendations.
- Makes recommendations for actions when adjustments or a different course of action is necessary.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE IR 01: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate:
- Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight;
- Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others; Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled;
- Experience applying budget and fiscal methods used in establishing and maintaining an organization.
- Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.

Education
