Duties
Provides analysis and support to planning, direction, and development of complex functions associated with human resources programs evaluating the effectiveness of operational support programs across the Library of Congress.
Contribute to the development and documentation of long- and short-range strategic planning efforts. Review long- and short-range plans, resource projections, priorities, justifications, etc. Make recommendations on planning efforts that can be undertaken within existing resource levels and advise on the impact of efforts that require additional program resources. Ensure evaluation methods are used to determine how well the HCD programs and operations meet the needs of service units at all levels, and how well managers and supervisors are making effective use of HCD practices. Through such assessments, take steps to improve the HCD program or redirect the program in ways that better support quality and accuracy. Provide innovative analysis and support to ensure programs incorporate theory, practice, and technology and that the policies and guidance are responsive to HCD mission requirements. Follow guidelines and implement programs to integrate and align functions and staff appropriately ensuring efficiency, effectiveness, and customer focus. Ensure these efforts are effectively integrated, coordinated, and consonant with the Office of the Chief Operating Officer (COO) strategic directions, goals, and objectives. The incumbent identifies, justifies, and defends resources required to accomplish the overall goals and mission of HCD. Analyze functional planning and program guidance to ascertain and accommodate the impact on HCD programmed resources.
Acts as a primary administrator of the Library’s Transit Subsidy Benefit program and manages the program per the Library LCRs and standard operating procedures. Perform and coordinate various transit subsidy benefits activities, ensuring that employees receive their transit subsidy benefits and/or reimbursement as needed and that the program runs effectively. Approve or disapprove transit subsidy requests in accordance with Local Compliance Regulations (LCRs) and Local Compliance Directives (LCDs). Identifies and resolves reconciliation errors between the WMATA and LBFMS systems in coordination with the Financial Services Division (FSD).
Acts as a primary personnel records management HCD program manager to meet Electronic Official Personnel Folder (eOPF) system (or equivalent) objectives, requirements, and deadlines. Serves as a point of contact to the Office of Personnel Management (OPM) specialists to monitor records accuracy. The incumbent will assist in establishing and maintaining relationships between federal organizations or agencies and create guidelines and procedures for collaborative efforts. Manage internal audits, and quality reviews to ensure employees’ records are complete and accurate.
Provides technical analysis, troubleshooting technical issues, and administrative support to the Human Capital Directorate (HCD) staff in terms of technology planning and collaborating with the Office of Chief Information Officer (OCIO) to onboard, off-board, and move HCD staff. Provides desk-side assistance to HCD staff in mentoring software packages, and resolving software, workstations, and peripheral issues such as printers, scanners, monitors, multifunctional devices, telephones, keyboards, and mice. Initiates and leads HCD projects and documents standard operating procedures (SOPs) for such projects.
Serves as an advisor to the CHCO on operational program policy issues and matters about HCD and financial program operations. Provides expert advice and technical authority on HCD programs, developing policies, strategies, and plans for programs and initiatives. Collaborates with OGC to update LCRs to administer programs.
Provides support for the CHCO special projects, conducting research and analysis as necessary and as required by the assignment. Tracks project milestones. Extracts and assembles information. Uses analytical techniques to develop conclusions. Prepares documents, training slides, schedules, and handouts for educational activities. Resolves problems in performing a variety of duties related to special projects involving administrative or program issues. Develop written reports or oral presentations to support the recommendation of changes to programs or procedures.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Knowledge of Federal agency wide Human Resources programs, such as transit subsidy, administrative management and support programs.**
Ability to lead and manage Federal HR projects.**
Ability to perform Federal HR program management work using computer systems and software applications.**
Ability to build and maintain relationships with individuals from varying backgrounds and levels to provide consultation or liaison services.
Ability to communicate in writing.
