Summary

This position is located in the US Department of Transportation (DOT, Federal Motor Carrier Safety Administration (FMCSA), Associate Administrator for Research & Registration and its primary mission is to reduce crashes, injuries, and fatalities involving large trucks and buses.

Duties

The Federal Motor Carrier Safety Administration (FMCSA) develops and enforces data-driven regulations and programs to achieve the highest degree of safety and compliance in motor carrier operations, including motor carriers, drivers, vehicles, brokers, service providers, and others; Collects and evaluates safety data and information to identify high-risk motor carriers and recommends specific actions to enforce safety regulations; Promulgates educational messages to carriers, commercial drivers, other regulated entities, stakeholders, and the public; Conducts research and develops evidence to support its programs and policies; and partners with stakeholders including Federal, State, and local enforcement agencies, the motor carrier industry, safety groups, and organized labor on efforts to reduce bus and truck-related crashes.

The Program Manager:

  • Serves as the Program Manager of Research & Registration and is responsible for the development and management of a variety of agency data collection, analysis, research and technology programs, as well as establishing national policies, determining program priorities and the appropriate allocation of staffing and financial resources to accomplish the agency’s goals.
  • Oversees the work of teams that identify major analysis, research and technology needs and conducts research related to driver, vehicle, and carrier issues, through in-house, contract, Congressionally-mandated and jointly-funded studies and pilot programs with other elements of the Department and the private sector.
  • Plans improvements in the organizational structure. Determines Office-wide goals for the organization to complement and enable the policies and larger objectives of the FMCSA strategic plan.
  • Serves as second-in-command for MC-R’s program management office, overseeing key budgetary and planning activities, as well as working to identify efficiencies and improvements within the Office.
  • Provides leadership in setting agency policy in consideration of industry relations, public programs, and Congressional direction.
  • Serves as senior advisor to MC-R Associate Administrator for MC-R Program/Project Managers on major crash data collection studies and other legislative (e.g., Bipartisan Infrastructure Law) priority program requirements.

The Ideal Candidate is able to manage a variety of professional and scientific work projects requiring systematic, critical, data-intensive research to evaluate safety impacts of policies, programs and regulations to support FMCSA's safety mission. In performing these duties, emphasis will be placed on efforts to administer, supervise, or oversee research teams to evaluate programs, estimate safety impacts, and conduct other complex research in support of commercial vehicle safety.

CONDITIONS OF EMPLOYMENT:

If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience identifying, synthesizing, and ensuring the complete preparation of all data, information, studies, and research status reports pertaining to goals and objectives associated with motor carrier operations.
  • Experience using contracting processes and requirements to develop statements of work, direct contractor activities, and determine acceptability of final products. 
  • Experience applying mathematical, statistical, and other scientific methods to develop alternatives and solutions to driver and vehicle safety and security problems.
  • Experience designing, developing, and managing projects, plans, approaches to understand the capabilities and limitations of human behavior and to develop and adjust systems to maximize these abilities and reduce injuries and fatalities related to human performance in commercial motor vehicle crashes.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Research - Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
  • Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  • Performance Measurement - Knowledge of the principles and methods for evaluating program or organizational performance using financial and nonfinancial measures, including identification of evaluation factors (for example, workload, personnel requirements), metrics, and outcomes.
