Duties

  • Serves as senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives.
  • Plans, organizes and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment.
  • Manages short and long range planning activities that include multi-year work plans that are the products of subordinate organizational projects/ programs.
  • Develops priorities for effective use of resources.
  • Consults with key managers and stakeholders to ensure that all implications are identified, weighed, and considered in study and discussion of effective and efficient resource use and distribution.
  • Plans and develops new processes or metrics and coordinates support activities that cross organizational lines.
  • Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes and recommendations on issues which cross functional lines.
  • Plans, coordinates and oversees major initiatives or projects to develop and implement new systems and/or processes that may have Bureau-wide use and implications.

Qualifications

Specialized Experience:
In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

For GS-14: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples:

  • Performing the full range of duties involved in assisting in the development and review of a variety of administrative functions and programs (e.g. Business Management (Procurement/Contracting), Site and Facility Support, Human Resource Management, Safety and Occupational Health, Information Technology, Technical Programs, etc.).
  • Planning and directing administrative functions and programs and projects.
  • Identify strategic opportunities and assist in resolving issues impacting a program; plans program of work, sets priorities, and/or sets policy to implement a variety of administrative workloads.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

P.L. 114-47 allows certain current and former Federal employees under time-limited competitive appointments at land management agencies to compete under merit promotion procedures. LMWFA eligibility requirements;

  • Must have been hired under competitive examining procedures to a time limited appointment with a land management agency.
  • Must have served under 1 or more time limited appointments by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years.
  • Must have performed at an acceptable level throughout the duration of the qualifying appointments.
  • Must apply for a position while employed or within 2 years after separation
  • If separated, must have been separated for reasons other than misconduct or performance.
Public Land Corps (PLC) Hiring Authority PLC eligibility requirements:
  • Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC and received a certificate of non-competitive eligibility.
  • Completed most recent Corps service, for which a certificate of non-competitive eligibility was issued, within the last 2 years. Appointment must be effected within the 2 year period.


Permanent Change in Station (PCS):
Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97. SF-50 Notification of Personnel Action form:
If you are a current or former Federal employee. You must submit your most recent non-award SF-50 that shows tenure code 1 or 2 in block 24, and position occupied code 1 (competitive service) in block 34.   1. SF-50, Notification of Personnel Action: first, any extension of appointment, and the last SF-50 for each appointment verifying the Position Occupied code (Block 34) is-Competitive Service.
