About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQDA

Duties

  • Serves as 504th Military Intelligence Brigade Command Language Program Manager (CLPM) responsible for integrating all aspects of the language training program into 504th MI Brigade collective training and readiness programs.
  • Provides technical oversight and policy interpretation for subordinate CLPMs at all Major Subordinate Commands (MSC). Inspects subordinate units to ensure compliance with AR 11-6 (Army Foreign Language Program) and 11-2 (Internal Controls).
  • Interprets and applies adapts national, departmental, and military service policy regulations and guidance.
  • Uses initiative, judgment, and resourcefulness to successfully apply a wide variety of language training and budget management principles and policies.
  • Ensures the successful development and management of innovative strategies and plans in response to language training requirements. Manages 504th MI Brigade's The Army Language Program (TALP) budget valued at over $1.SM over the FYDP.
  • Develops short- and long-range plans and goals and evaluates the command language program effectiveness to ensure compliance with AR 11-6 (Army Foreign Language Program) and the III Corps language SOP.
  • Provides guidance on program planning and expenditure priorities within the 504th MI Brigade to sustain and enhance the language proficiency of all Brigade linguists.
  • Conducts biennial inspections of 504th MI Brigade subordinate units command language programs IAW AR 11-2 and 11-6.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May require Temporary Duty (TDY) travel up to 20% of the time.
  • Duties may require performance of rotating and/or irregular shifts, weekend or holiday duty, and overtime, especially during periods of crisis or exercise.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a TS investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).

You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience 1) Assisting in the implementation of foreign language program policies and procedures for an organization; AND 2) Providing foreign language program training to an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Additional information

  • Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent DCIPS Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. This position will NOT be converted to permanent.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
