Duties

The United States Space Force (USSF) at Patrick Space Force Base, Florida is searching for a Program Manager for Launch and Test Range supporting SSC/AATS (NH-1101-04, GS 14/15 equivalent).

Description:
This position is responsible for managing the cost, schedule, and performance of the Launch and Test Range System Program(LTRS). This system delivers, sustains, and modernizes data networks, telemetry, safety, optics, radar, software and related capabilities to the Eastern Launch and Test Range, Cape Canaveral SFS, FL and the Western Launch and Test Range, Vandenberg SFB, CA. These ranges are the nation's busiest spaceports, which facilitate the delivery of national security, civil, and commercial spacecraft that directly underpin national defense and national economic interests.

Ideal Candidate:
Incumbent must have the following demonstrated competencies/experiences: Program and Project Management, Stakeholder coordination and Mission Integration, Communication and Leadership Skills, Contracting and Vendor Management, Analytical and Problem-Solving Ability, & Financial Management and Budget Execution.


Key Skills and Abilities:
1. Expert Program and Project Management; ability to plan, execute/oversee acquisition, sustainment, and modernization efforts for complex, mission-critical systems spanning multiple fiscal years and ability to integrate schedule, cost, and performance portfolio for network, sensor, and IT systems supporting operational timelines.
2. Expert in stakeholder coordination and mission integration; collaborate with operational units, contractors, mission partners such as NASA and commercial launch providers and able to translate operational needs into technical requirements to ensure system configurations and maintenance schedules align with launch and test schedules.
3. Exceptional communication/presentation skills; able to communicate complex technical information and/or decision papers to diverse audiences. Skill in developing compelling narratives and presentations influencing decision-making to senior leaders. Leads multidisciplinary teams, resolves conflicts, and guides team members towards mission success.
4. Demonstrated ability in contracting and vendor management; must possess knowledge of DoD acquisition regulations, contract types, performance work statements, and oversight responsibilities for contractor-supported systems and ability to oversee/manage contractor performance, evaluates deliverables, maintenance, cybersecurity, and modernization activities to meet contract requirements.
5. Proven success in analytical and problem-solving; able to assess mission impacts of system degradations, identify root causes, and direct cross-functional teams toward rapid resolution. Applies structured analysis, system-of-systems thinking, and data-driven decision-making processes to prioritize investments across competing technical needs.
6. Expert in Financial Management and Budget Execution; federal and DoD funding categories (O&M, Procurement, RDT&E), POM planning, and execution-year financial practices. Able to construct, defend, and monitor multi-year budgets for network and sensor sustainment, upgrades, service contracts, and life-cycle replacement.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Top-Secret / SCI security clearance.
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise
  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • Subject to Temporary Duty Assignment (TDY): Approximately 45 days per year.
  • PCS / Incentives are authorized.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
  • This position is part of the Acquisition Professional Development Program (APDP). The employee must meet the functional area certification requirements within the timeframe range of 1 - 5 years from appointment date into the position.
  • Excluded from bargaining unit.
