Duties
Manages, directs, and evaluates multiple projects, programs, and activities that support the organization's goals and objectives. Gathers and analyzes data and provides recommendations concerning broad and often complex projects, programs, and issues involving internal management systems and functional assignments. Manages the work of a large organization with support to multiple Service Units. Integrates work of various Service Units to meet the organization's strategic goals, participates in strategic planning for the FAA, and makes commitments for ATO.
Responsibilities include supervising, managing, and leading a group of specialists and assistants who respond to EEO and Accountability Board complaints, FAA Administrator Hotlines, Congressional inquiries, Freedom of Information Act requests; Performance Management; Awards; Directives Management, CASTLE, and other administrative programs.
Duties typically affect managers and employees for more than one organizational unit/project/program and include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating the performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
Researches, prepare and presents reports and briefings to senior-level managers on assigned programs. Supplies background information, analysis, and recommendations to ATO management on current and proposed policies and regulations regarding assigned programs.
Provides expert advice and guidance both internally and externally to address diverse issues, often across multiple programs and/or functional areas. Makes recommendations or implements decisions that may impact or change policies, processes, or programs. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines. Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs. Participates in planning efforts that cross-organizational lines within the major subdivision and LOB/SO.
Applies a detailed knowledge of technical and administrative policies and procedures and a comprehensive understanding of the objectives of ATO and the FAA. Works closely with the ATO staff to ensure continuous improvement(s) of internal processes and procedures. Ensures all projects/programs align with the strategic (short-term and long-term) goals and objectives of ATO. Anticipates and quickly adapts to changing management needs. Also applies a thorough understanding of management and strategic planning principles and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives.
Participates in strategic planning and communicating the organization's vision and objectives. Monitors accomplishments; and prepares final reports for approval/certification to meet Agency imposed deadlines. Ensures compliance with all reporting and controlled correspondence systems. Leads or participates in internal/external workgroups, committees, and meetings regarding matters arising under the manager's area of responsibility.
Creates and maintains a climate of positive human relations and open communication within the organization. Establishes means by which employees can effectively contribute to accomplishing FAA's goals and objectives.

Qualifications
To qualify for this position at the FV-K level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience is: Experience applying management principles to oversee programs, operations, or resource management functions. Experience using strategic planning methods to set priorities and guide organizational decisions. Experience monitoring progress and controlling program activities to achieve intended outcomes.
