Duties

  • Serves as a Program Manager with responsibility for coordinating the various operational requirements and functions associated with MWR.
  • Exercises control in areas of resource (both dollar, manpower) planning, management, business planning, training administration, internal controls, public relations, inspections, evaluations and investigations, discipline, and liaison activities.
  • Oversees long range, short range work plans of the directorate, the implementation of directives and requirements. Manages development of resource changes in response to changes in levels of appropriations from within or from higher headquarters.
  • Keeps abreast of new policies, procedures, regulations, directives, etc.; develops, recommends framework for program-wide policies, programs, controls, and/or systems designed to increase the efficiency and economy of functions and operations.
  • Serves as a key advisor and consultant to the Commander and Deputy Commander on policy matters relative to the various complex and intricate programs and specific mission requirements. Performs the full-range of supervisory duties for assigned staff.
  • Reviews various reports, recommendations and initiates and/or recommends action to improve operations. Maintains liaison with higher headquarters, commands, agencies, installations, academia to form a basis understanding to reach a mutual agreement.
  • Performs supervisory duties associated with managing 52 acre Recreation Lodging Resort includes Lodging/Hotel, Retail, Food/Beverage, Recreation, Bowling, Financial Management, Information Technology, Marketing, Maintenance for over 100 buildings.

  • Eligible for Situational Telework Only, including emergency and OPM prescribed "Unscheduled telework".
  • Position is a Key/Emergency Essential position.

Qualifications

MINIMUM QUALIFICATIONS:
Must have the following:
1. Extensive specialized work experience performing duties similar to those described above. and,
2. One year of the specialized experience must be at the NF-05 pay band or equivalent and
3. Overall experience must be progressively responsible in attainment and demonstrates a sound foundation in running a substantial program at an installation/ Region / Headquarters level, preferably one that involved athletics, sports and entertainment for the U.S. Armed Forces.
4.The experience must reflect a comprehensive knowledge of the financial and business principles, policies, practices and detailed procedures applicable to appropriated and non-appropriated funding and resourcing in order to perform tasks, integrate, balance, coordinate and monitor the overall effort and performance of the directorate that will support command objectives.
5. Must be highly skilled in written and oral communications.
6.Must possess proven management and leadership ability
7. Comprehensive knowledge and aptitude for automated systems and standard computer software programs, such as Microsoft Office applications, to include spreadsheet, database, word processing, resource management, commercial off the shelf accounting package and electronic communication packages.

Highly Preferred Qualifications:
1. Preferred are those candidates who possess education consisting of a Baccalaureate or Higher Degree in Business or Hospitality Management
2. Preferred are applicable professional experience in a military service environment performing duties similar to those described above.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are authorize, based on a determination that a PCS move is in the Government's interest.

Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives will not be paid.
Non-Foreign Overseas Allowances
  • Non-foreign overseas allowances, cost of living (COLA), and differentials will be paid, contingent upon eligibility.
