Duties

To further enable NSF investments in research, innovation, and education, the Directorate for Technology, Innovation and Partnerships' (TIP), Strategic Partnerships Hub (SPH) serves as a central resource to catalyze and scale public and private partnerships agency-wide. Specifically, the SPH provides expertise and support to NSF's directorates and offices to build partnerships, along with co-funding to strategically advance high-impact relationships that will deepen and further NSF's mission across all areas of science, engineering, and education. The SPH helps these partnerships expand the reach of, and exponentially increase the return on, NSF's investments across all of its directorates and offices.

NSF's partnerships unite broad and diverse communities and coalitions in the pursuit of discovery and innovation by leveraging the individual and unique experiences and strengths of government, industry, academia, philanthropy, civil society, and investors to motivate the understanding of research problems and iteratively pilot research-based solutions through codesign. In addition to advancing the Nation's research enterprise, partnerships nurture science, technology, engineering, and mathematics (STEM) talent by focusing on the engagement of populations long underrepresented in STEM, along with broad organizational changes (e.g., at institutions of higher education) and the inclusion of diverse institution types such as minority serving institutions. Partnerships also advance testbeds and other infrastructure critical to furthering the research and education enterprise.

MAJOR DUTIES AND RESPONSIBILITIES

The incumbent is responsible for leading a wide variety of highly complex and intricate partnerships on behalf of the SPH Director and a broad range of partnership activities, engaging with entities from academia, industry, non-profits, state, local, tribal and international governments, and civil society.

Specific duties are outlined below:

  • Maintains in-depth awareness of new legislation or trends that have the potential to or will impact TIP focus areas. Applies deep understanding of such legislation governing TIP, including the TIP mission and focus areas, to provide expert guidance to the SPH Director on interagency, intergovernmental, and public-private partnership opportunities and ongoing relationships.
  • Supports strategic planning for partnerships.
  • Leads the development of new, strategic partnerships for TIP and NSF. Supports leadership in the development of partnerships policies, practices, and procedures related to carry out new research, education, and infrastructure programs that engage with external partners.
  • Works closely with other organizations within NSF to establish, maintain, and track partnerships.
  • Participates in collaborative activities with partners including other government entities, non-profits, and the private sector, including representing TIP and NSF on working groups. Leverages diverse and collaborative networks with these entities/organizations.
  • Coordinates and regularly convenes the NSF Community of Practice for Partnerships to identify and share best practices and areas which are ripe for streamlining efforts. Coordinates meetings and efforts of the NSF Directorate Partnership Leads.
  • Manages and oversees the partnerships Memoranda of Understanding (MOUs)tracking and reporting for NSF.
  • Performs research or other professional work in the preparation of background materials for the SPH Director's briefings and meetings.
REPRESENTATION, COMMUNICATION AND LEADERSHIP
  • Represents the TIP Directorate and Foundation to the scientific community, to other NSF directorates, to other agencies and organizations, and to the public, accurately reflecting NSF policies and positions.
  • Creates and maintains linkages to other NSF units and other Federal agencies in pursuit of partnerships to support the overall NSF mission.
  • Participates in staff, panel, committee, and other meetings, providing partnerships information relevant to Program area and/or Division.
  • Pursues affirmative action and equal-employment-opportunity (EEO) goals.
  • Pursues and/or is responsive to assignment on special projects and temporary functional teams from across the Foundation to coordinate planning, develop policies and plans, and/or improve communications for strengthening and accelerating partnerships.

Qualifications

Candidates must have a Bachelor's degree in an appropriate field plus after award of the degree., six or more years of experience pertinent to the position.

Successful candidates will have specialized experience in negotiating and managing public-private partnerships and the ability to lead the interagency community on partnership development. Qualifying field of study and experience may include support of investment in and/or innovation and entrepreneurship, including the translation of research results to market and society, as well as building cross-sector partnerships spanning some combination of academia, industry, government, state, local, and tribal governments, civil society, and communities of practice, or developing innovation ecosystems.

If your degree was obtained from a foreign institution, you must also submit the certification from the Association for International Credential Evaluation Professionals, or certification equivalency.

The position will be filled under the following appointment option:

Intergovernmental Personnel Act (IPA) Assignment: Individuals eligible for an IPA assignment with a Federal agency include employees of State and local government agencies or institutions of higher education, Indian tribal governments, and other eligible organizations in instances where such assignments would be of mutual benefit to the organizations involved. Initial assignments under IPA provisions may be made for a period up to two years, with a possible extension for up to an additional two-year period. The individual remains an employee of the home institution and NSF provides the negotiated funding toward the assignee's salary and benefits.Salary: The salary noted above is based on the rate of pay for Federal Program Directors. The IPA assignment salary is based on the current salary at the IPA's home institution.

Temporary Excepted Service Appointment: Appointment to this position will be made under the Excepted Authority of the NSF Act. Candidates who do not have civil service status or reinstatement eligibility will not obtain civil service status if selected. Candidates currently in the competitive service will be required to waive competitive civil service rights if selected. Usual civil service benefits are applicable for appointments of more than one year. Temporary appointments may not exceed three years.

It is NSF policy that NSF personnel employed at or IPAs detailed to NSF are not permitted to participate in foreign government talent recruitment programs. Failure to comply with this NSF policy could result in disciplinary action up to and including removal from Federal Service or termination of an IPA assignment and referral to the Office of Inspector General.
