Duties
- Serves as the primary staff director for developing joint integration plans, joint training, joint Professional Military Education and exercise programs, and to develop the action plans to implement approved joint strategies for the organization.
- Provides direction and oversight of the planning for stationing and implementing approved joint force development, supporting operational planning, evaluating and disseminating joint doctrine.
- Developing and managing education and professional development, training exercises, readiness, and assessment.
- Plans, and coordinates joint exercises to facilitate joint and interagency operations, the integration and implementation of new systems and capabilities, and Joint Staff professional and technical training programs.
- Develops long- range force integration plans.
- Analyzes the management of the State Force Integration Program.
- Analyzes information provided on conflicts identified, substantive changes and doctrinal issues, and the recommended courses of action.
- Provides input to Combatant Commander's war plans, with emphasis on homeland defense/homeland security.
- Assists local, state and federal government and other agencies in the preparation of supporting plans, programs, activities, exercises and training.
- Functions as organization's officer of primary responsibility for the Department of Defense (DoD) Training Transformation (T2) program.
- Plans, coordinates, and conducts joint exercises to facilitate joint and interagency operations.
- Oversees and manages the organization?s joint assessment and lessons learned programs.
- Administers Joint Professional Military Education programs.
- Plans, conducts, and evaluates the organization?s joint professional and technical training programs.
- Serves as the senior strategic and long-range planner and consultant responsible for developing the organization?s view of the future and implements detailed strategic policy, plans, initiatives, and concepts related to war fighting.
- Serves as the senior strategic and long-range planner and consultant responsible for developing the organization?s view of the future and implements detailed strategic policy, plans, initiatives, and concepts related to theater security cooperation.
- Serves as the senior strategic and long-range planner and consultant responsible for developing the organization?s view of the future and implements detailed strategic policy, plans, initiatives, and concepts related to international relations.
- Serves as the senior strategic and long-range planner and consultant responsible for developing the organization?s view of the future and implements detailed strategic policy, plans, initiatives, and concepts related to homeland security.
- Coordinates and oversees development of measurable strategic timetables, goals, objectives, and milestones implementing instructions, local plans, policies, and programs.
- Performs other duties as assigned.

Conditions of Employment
- If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
- If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
- Any other individual selected for this position will be Indefinite.
- Management has the right to convert this position to permanent status without re-advertising.
- Indefinite employment can be terminated with a 30 day notice.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

Qualifications
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion).
GENERAL EXPERIENCE: Must possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.
GS-12 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience in strategic planning for current and future military strategies, developing joint integration plans and joint training exercise programs, and develop action plans to implement approved joint strategies. The specialized experience must also demonstrate your ability to analyze problems, identify significant factors, gather pertinent data and recognize solutions; prepare reports, plans, policies and various correspondence; evaluate objectives and develop plans to facilitate the availability and effective utilization of various resources; knowledge of the organization and its mission and utilized the organizational staff procedures; apply analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions; and lead, direct and assign work to personnel.
