Summary

Serves as N94 Support Service Center Regional Program Manager and subject matter expert for Non-Appropriated Fund operations and aligned functions. Responsible for regional program direction, development and oversight of the major program support for Morale, Welfare & Recreation, Galley, Fleet & Family Support Program, Child and Youth Programs, Navy Wounded Warrier, Unaccompanied Housing & Family Housing, Navy and operational support functions throughout Navy Region Mid-Atlantic Installations.

Duties

Incumbent manages a highly diverse labor force consisting of both civil service and non­ appropriated fund employees. Provides direct administrative and technical supervision to a workforce which consists of one NF-05 Supervisory Financial Management Analyst, one NF-05 MIS System Administrative Supervisor, one GS-13 Regional Marketing Director, one GS-12 Supervisory Program Analyst, one NF-04 Regional Maintenance Coordinator, and one NF-05 NAF Human Resources Director; second level supervision up to 84 NAF and 4 appropriated fund (APF) marketing, commercial sponsorship, human resource assistants/specialists, budget, accounting, procurement, Information Technology (IT), administrative, training, and facilities management staff.

Fiscal responsibility for NAFI controls exceeding $I 80M annually and overall support of both NAF & APF direct and reimbursable resources exceeding $156M annually.

Functions as principal point of contact (POC) for N9 NAFI accounting, budget and resource management: NAFI acquisition and asset/inventory management: APF position control; employee training; marketing and communications; NAFI Management information Systems/computer/point of sale/web systems support: management analysis; business process re-engineering and metrics; administration; and customer-oriented enterprise services.

Coordinates budget requirements with Regional Program Directors and provides general guidance or preparation of the annual operating budget. Monitors and provides technical advice involving management planning, cost control. coordination of work force and resources and providing expert advisory services to senior agency military and civilian management regarding cognizant programs.

Responsible for direction. formulation. implementation and regional management for the business plan, policies, operating procedures, partnerships. and resource management for successful delivery of services. Prepares long and short-range broad scope planning guidance in accordance with broad program policies and objectives.

Responsible for operation. management and technical oversight of all division support functions with an annual financial appropriated and non-appropriated expenditures totaling over $180 million with over 3200 civilian employees, annual NAFI procurement in excess of $45M and $120M in NAFI property values. Incumbent formulates, independently resolves problems/issues which may impact program and administers the total program within the described area.

Directs all N9 regional support that includes NAF Finance, Accounting. Budget and Resource Management: NAF Acquisition and Asset/Inventory Management; Information Systems, Point of Sale and Computer Support: Metrics/Analysis, Business Process Re-engineering; Administration; and Customer Oriented Enterprise Services.

Employs business process re-engineering tools (i.e. mapping. Surveys, focus groups, contract support) to reduce costs, improve efficiency and program effectiveness. Responsible for tracking compliance with financial and program support controls for all programs within Region.

Solicits input from Fleet and Family Readiness (FFR) Program Managers regarding internal short/long range goals, objectives and program standards to complete budget submissions and track financial performance, monitors programs to ensure standards are met or exceeded.

Routinely evaluates and reviews ongoing programs.

Oversees, develops and executes a comprehensive marketing program including publicity, promotions, advertising and interactive web pages and social networking. Regularly briefs, and reports regarding marketing initiatives and related activities.

Functions as command representative on major claimant initiated integrated process teams (e.g. consolidation or alignment), and in dealing with all functional area issues (e.g., resources, contracts, budget administration, automated accounting, procurement, website, contractual negotiation, point of sale systems, web e-commerce, social networking) which are complex and diverse. Serves on boards and other program management advisory committees. Participates in management and planning conferences within Navy, Region, other Federal, state, and local authorities. Establishes and directs regional inter-service program initiatives which improve regional programs efficiencies. Represents CNRMA and Installation Commanding Officers in dealing with the operational resources, new construction, contracts, budget administration and negotiations, as needed.

Responsible for a variety of communications including oral briefs, training, correspondence, research papers, point papers, synopsized reports frequently with a target audience of senior management, Flag and Congressional level.

Qualifications

A qualified candidate must possess:

Five or more years of experience in managing support service programs (e.g., human resources; contracting; procurement; accounting; financial analysis; marketing; training; and information technology) for Fleet and Family Readiness Programs.

Knowledge or advanced management, organizational principles and practices, comprehensive knowledge of planning, programming, budgeting regulations, guidelines and processes, cost and profitability analysis, internal controls, audit systems, procurement, cost controls, performance tracking and facility management.

Knowledge and broad executive experience of Federal and Navy goals, principles, functions, policies, laws and regulations pertaining to N9 services.

Knowledge of and experience in financial management, structure, programs, mission, and function of both APF & NAF organization requiring compliance: program execution: multiple funding types and sources to include non-appropriated internally generated: non-appropriated contract/loan amortization: appropriated direct: and appropriated indirect (Operations and Maintenance, Navy (O&MN), NRMA, and other higher authority instructions (Uniform Funding Management (UFM) funding practices.

Knowledge of and experience in multi-command/claimant/resource (APF & NAF) program management, organization development implementation and evaluation.

Demonstrated mastery of large command/regional program management of NAF/APF quality of life program support.

Ability to plan, organize and carry out analytical studies for all N9 areas on a regional basis.

Knowledge of the principles and practices human resources management under both Federal Civil Service and non-appropriated fund (NAF) system. Understanding of Navy Region EEO, affirmative action plan, safety and security policies.

Knowledge of procurement policies and procedures related to material acquisition,
programs/inventory requirements.

Knowledge of analytical and evaluative methods and techniques to write and produce materials to convey and clarify operations/program activities.

Ability to communicate effectively both orally and in writing.

Education
