A qualified candidate must possess the following:
Progressive work experience directly related to the duties to be performed as described in numbers 1 thru 6 below equivalent to the next lower grade level.
1. Experience working with regulatory, personnel, funding, and budgeting proponents. Knowledge of management analysis, personnel development, and APF and NAF funding and oversight relationship to CYS programs.
2. Four years of program administration experience in child and youth programs.
3. Experience in training adults and working effectively with command staff, professional staff and parents.
4. Demonstrated ability to plan, organize work, and analyze problems to identify significant factors, gather pertinent data and recognize solutions.
5. Comprehensive oral and communications skills and analytical writing skills. Ability to present ideas and proposals to a variety of audiences.
6. Demonstrated ability using computers with standard office software such Microsoft Excel, Word, Power Point, and e-mail.
In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred":
- The most highly qualified candidate will have knowledge of and experience in working with CYMS and CYERT or similar automated systems. Applicants that possess the highly preferred criteria may be sent first for consideration.
Candidates who possess the following qualifications will be considered "Best Qualified":
- Program and administrative experience in child and youth programs: Trackers, Dashboards, Reports, Budgets, and Slides are key experience requirements for the success of this position.
- Experience in working with CYS proponents (e.g., regulatory, personnel, funding, marketing, and organizations (e.g., BGCA, 4-H) related to child and youth program functions.
- Ability to review/evaluate CYS program effectiveness and compliance with benchmark criteria and DoD / Army policies and procedures.
- Ability to communicate effectively orally and in writing.
- Possess at least two (2) years of Department of Defense Child and Youth Services (CYS) experience as Program Operations Specialist, or Child/Youth Administrators, or Coordinator level equivalent from any branches of military service.
