The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. Duties
This position is located in the Inspections Division (ID), Office of Inspections and Policy, Assistant Chief of Police for Standards and Training Operations, USCP. The Program Review Specialist is responsible for reviewing the Department's internal policy performance and compliance program.
Conducts inspection and compliance program reviews of the Department's mission-essential programs to determine conformity with established objectives, laws, rules, regulations, and policies. Evaluates the adequacy of established controls, efficiency of operations, and effectiveness in achieving program results. Identifies and develops performance measures and consults with the Associate Director of ID on discrepancies that may require modifications to the established measures utilized to assess the performance of new and established programs.
Prepares detailed work papers to document observed results, findings, conclusions, deficiencies, and recommendations for corrective action to USCP management. Briefs the Associate Director on issues concerning the policy interpretations or applicability of internal inspection and compliance findings, notable concerns, and corrective action recommendations. Utilizes various statistical process methods and tools to analyze, facilitate, report, and provide recommendations for process improvements, adherence to directives and standard operating procedures, and establishes appropriate controls.
Coordinates with the Internal Controls Division in responding to information requests from external audit agencies, such as the General Accounting Office and the Office of Inspector General for statistical data about the policy performance and compliance program. Maintains a database system and records all reviews and findings. Designs schedules to ensure that routine reviews, subsequent evaluations and other pertinent actions are per USCP requirements. Contributes to the efforts of the ID to ensure that business functions and operations are adequately supported.

Must complete a one-year probationary period.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
For the CP-09 you must have at least 52 weeks of specialized experience equivalent to the CP-08/GS-10 level that is in or directly related to the line of work of the position to be
filled. Specialized experience consists of: 1) Collecting data related to program efficiency, analyzing that data, and using the analysis to develop process improvements; 2) Monitoring and evaluating systems and processes to identify weaknesses and ensure compliance with internal controls; and 3) Presenting and communicating findings to officials within the organization.
