Duties
Major Duties:
Management, Administrative and Project Support
- Provides administrative support to the Office of the Chief Engineer (OCE) through knowledge of and compliance with applicable AOC policies, procedures and OCE standard operating procedures.
- Collaborates with liaises with other staff internal and external to OCE, including but not limited to hiring managers, supervisors, and other leaders to complete deliverables within deadlines.
- Provides guidance and support as requested on a wide variety of financial, administrative, process, policy and business process related matters.
- Proactively plans and schedules tasks accordingly to meet deadlines, seeks direction on the prioritization of tasks where appropriate and conducts guided and independent analysis of processes to ensure a high level of customer or client satisfaction and the speedy movement of actions and items through internal processes.
Human Resources Management
- Serves as point of contact within OCE to provide proactive support, guidance, and advice to managers, supervisors, and other employees on the full range of Human Capital Management Division (HCMD) policies, processes, and procedures, including training on human resources systems as needed.
- Acts as a resource to employees in the administration of benefits and acts as a liaison to relevant offices in HCMD to ensure that employees receive information and timely support related to their benefits and associated questions.
- Independently generates, tracks, summarizes, and analyzes data related to human capital management to aid OCE leadership in monitoring performance and progress against established OCE priority objectives.
- Serves as a time and attendance coordinator, assisting employees and supervisors with any issues and liaising with payroll or benefits branches as necessary.
Office Activities Coordination
- Proactively and independently conducts tactical and long-range planning, resource determination, scheduling, project management, evaluation and coordination of programs such as organizational finance, acquisition, human resources, project management, training, and logistics support as they relate to operations, including organization finance, acquisition, and dashboard reporting.
- Captures data for reporting and analysis related to the organization’s operations and prepares reports and other presentations on program planning and evaluation.
- Respond to queries, direct technical information requests, and complete tasks involving established policies and procedures.
- Assists with disseminating information and wide-ranging communications on assigned program areas.
- Assists with the application, tracking, and adherence to accountable property policies.
- Acts as primary or secondary access badge point of contact.
- Manages administrative files and records and recommends improvements to ensure compliance with records management policies and regulations.
Travel and Training
- Manages, coordinates and oversees the full range of training administration for OCE; Reviews, routes and processes training plans and training requests and ensures training evaluations are completed by employees.
- Liaises with the AOC travel office and/or AOC Learn to ensure resolution of issues and disseminates opportunities related to both mandatory and voluntary training; Tracks AOC mandatory training compliance and all training by OCE employees.
- Supports the full range of local and long-distance travel for OCE; Serves as primary point of contact for all OCE travelers and provides support through initiation of travel, generation of supporting documents and submission of vouchers.
- Serves as first line reviewer and approver of OCE travel in the online travel system; Liaises with AOC Travel Office to ensure resolution of any issues and timely travel and voucher approvals.
- Tracks travel expenditures, monitors availability of funds and analyzes data in support of management objectives; Ensures all travel is conducted in compliance with applicable Federal regulations and AOC policies or procedures.
Procurement Support
- Uses Financial Management System (FMS) and Maximo operating systems to perform purchasing duties.
- Assists with purchasing supplies, materials, tools, and equipment; Responsible for procuring supplies, services, and equipment through a variety of small purchasing methods and procedures.
- Serves in the capacity of Cardholder of the Government-wide Purchase Card and is responsible for safeguarding the purchase card and account number and assures that the card is properly secured.
