Duties
The Program Specialist is assigned to a designated division of Integrated Support Services (ISS) and works under the general supervision of the Division Chief. The Program Specialist provides advice, professional and technical assistance and staff support to the division programs in a wide range of issues related to the management and continuing improvement of the programs, policies and procedures of the Offices and divisions within the ISS Directorate. The incumbent performs a variety of analytical and evaluative studies of these issues to determine their actual and potential effectiveness in achieving desired objectives. As assigned, the incumbent conducts special projects based on anticipated need, program growth or change. The incumbent applies state-of-the-art management techniques that focus on solving organization problems and improving service, quality, effectiveness, and efficiency. Customer focus, tactfulness, courtesy, and follow-through are key elements of this position. This is a confidential position, working closely with the Chief on all division activities.
Independently researches and resolves problems of a complex or immediate nature. Makes recommendations for and coordinates resolutions. Adapts analytical techniques and evaluation criteria to measure and improve program effectiveness and efficiency and organizational productivity.
Collects data and develops a variety of electronic documentary materials including charts, spreadsheets and other documents related to the assessment and improvement of management and planning operations of the directorate's operations.
Makes substantive contributions in immediate and long-range planning to assure that goals and objectives are properly defined and implemented. Drafts the annual management plans and annual reports as well as coordinating development of requirements for major control programs, and coordinate management control programs through final submission.
Identifies issues, gathers, and analyzes information, develops documentation relating to the assigned division's services, recommends alternative approaches and preferred solution. Undertakes benchmarking and identify programmatic efficiencies and options to improve division operations.
Responsible for planned, systematic studies to determine the immediate and long-range training needs of an organization with a variety of technical and non-technical staff members. Coordinates development of the annual division-wide training and travel plan in concert with the organization's current or planned business processes. Tracks the annual training and travel plans, follows-up with supervisors and staff to ensure that required actions are taken; revises the plans as necessary during the year.
As assigned, acts as Contracting Officer's Technical Point of Contact (TPOC) for consultants and experts and other contracts; writes statement of work, evaluation criteria, and other contract related documents for solicitations and consultant agreements; serves on Technical Review Panels for negotiated procurements; monitors assigned contracts and evaluates services according to technical criteria; tracks deadlines, and deliverables.
Facilitate division procurement actions and track actions through the procurement process until contract award. After award, tracks contracts bum rates funding expended and available, period of performance, and issues monthly contract funding and period of performance available reports to Chief and others as assigned. Notifies Chiefs and related managers, when possible, issues arise.
Arranges for orientation of new staff to the division. Tracks due dates for staff performance evaluations; prepares preliminary draft texts of performance evaluations for the Division Chief; monitors personnel actions from initiation to completion; drafts award justifications; and tracks physical exam dates for staff requiring physicals.
Establishes and maintains effective working relationships and information-sharing networks with Library organizational units and other outside agencies. Assists in implementing policies and provides leadership in established policies and procedures to assist in the development intra-office task forces formed to study and resolve general and specific management and operational problems.
Works closely with all offices of ISS in a broad variety of ways to assist them in fulfilling their missions as effectively and efficiently as possible and acts in a staff capacity to coordinate and facilitate management and staff development programs.
