To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
GRADE REQUIREMENTS
You may qualify based on you meeting one of the three requirements below
- GS-09 Specialized Experience: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Engaging collaboratively with Women's Program, Women's Health and other Medical Center staff daily. Providing consultation and guidance on matters that improve effectiveness, efficiency and access for Women Veterans to access all health care services. Utilizing organizational skills and reporting mechanisms to develop effective and reproducible systems to manage items such as Task/Action Items and inventory. Serving as the personnel management expert, performing or overseeing the full range of human resources requirements. Making recommendations relating to various personnel policy issues and advises the Women Veteran Program Manager of personnel management matters and problems for clinical and administrative staff. Providing ongoing guidance and oversight for day-to-day administrative operations of the programs. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate level education. The degree must be in a field that will equip the applicant with the knowledge, skills, and abilities to perform the duties of the position being filled or 2 full years of progressively higher level graduate education leading to such a degree or a LL.B or J.D., if related to the position that is being filled. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR,
- Combination: Must have an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. The work is performed in an office setting which requires normal safety precautions typical for offices and meeting rooms. The work area is adequately lighted, heated, and ventilated.
