Summary

Program Support Assistant is aligned under the Homeless/HUD-VASH Program in Social Work Service. Homeless/HUD-VASH Program provides resources to Veterans who have a history of homelessness or are at-risk of becoming homeless. The incumbent assists the Homeless Veterans Program Manager who oversees the service delivery and coordination of care activities for homeless eligible Veterans or eligible Veterans at-risk of homelessness regardless of period of service.

Duties

  • Provides the administrative support, information management, and necessary coordination to ensure the flow of communication, information, correspondence, and statistical data related to the HUD-VASH Program.
  • Interpreting administrative policies, assisting in developing local policies and standard operating procedures (SOPs), defining administrative requirements, and/or providing information to the Homeless Veterans Program Manager on related issues.
  • Ensures accurate, timely and consistent entry of information in appropriate database(s).
  • The Homeless/HUD-VASH Program PSA provides substantial involvement with policy and action plans to ensure the Homeless/HUD VASH Program is in compliance with VA Central Office (VACO), VISN, Joint Commission and other entities as appropriate.
  • Establishes internal procedures to secure adequate control in terms of deadlines, progress reports and directives and uses own initiative in developing procedures which will increase the general flow of information, access to care and overcome bottlenecks in the administrative process.
  • Prepares, edits and archives all official correspondence requiring signatures or approvals.
  • Types, edits, and maintains current copies of Social Work Service Homeless/HUD-VASH Program documents, letters, memos, reports and summaries, evaluations, program brochures, letters of introduction, resource directory, and other types of written communication with internal and external agencies.
  • Establishes procedures to monitor trends and expenses and communicates budget concerns to appropriate supervisory staff.
  • Collects, reviews, analyzes, interprets and manages all reports and data generated by the Homeless/HUD-VASH Program and ensures accurate and timely reporting of national performance measures, workload monitoring, Veteran therapeutic outcomes and program quality measures.
  • Analyzes this data for trends and/or problems and advises the Homeless Veterans Program Manager on both positive/negative findings along with recommendations
  • Acts as timekeeper for Homeless/HUD-VASH Program and Social Work Service as needed, maintaining time and leave records as needed and directed by position supervisor
  • Verbal and written skills to interact on a regular, reoccurring basis regarding resources, policies, documentation available or required for action regarding information of a sensitive nature.
  • Performs other duties and special projects as assigned by management in support of the Homeless/HUD-VASH Program and Social Work Service general administrative duties as needed.
  • Performs other duties as assigned.

Work Schedule: 8:00 AM- 4:30 PM, Monday- Friday (subject to department needs)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
  • Experience in a hospital office setting
  • Experience with interpreting and/or analyzing rules, laws, and regulations
  • Experience in general office procedures and clerical responsibilities
  • Verbal and written communication skills with a variety of people from different backgrounds
  • Ability to adapt to changing situations, modify plans, and demonstrate flexibility
  • Knowledge of bookkeeping and budget management
  • Proficient use of software packages, such as Microsoft software, and other integrated and non-integrated databases
To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-5) in the Federal service.

There is no educational substitution for the GS-06 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary and is performed by sitting, standing, bending, and stooping. The employee is required to obtain records from files, and carry files, manuals, and other light objects up to 20 pounds.
