Duties

MAJOR DUTIES: This is not an all-inclusive list

  • Analyzes, coordinates and/or performs a variety of special projects/program assignments and studies which lead to resolution of management problems and improvement of operations.
  • Independently develops a plan of action, recommends solutions.
  • Coordinates with State ARNG/ANG Command staff, Directorates or Group Commanders and, NGB Functional Managers to obtain and exchange information and develop recommendations for management decisions.
  • Monitors and analyzes program/project progress, recommending changes based on findings as needed. Develops all reports, briefings, and status of assigned projects/programs.
  • Performs a wide variety of support duties to facilitate the work of the office.
  • Arranges scheduling of appointments, meetings, briefings, and other commitments that have a directly effecting on future decisions and program direction.
  • Provides management information, advice, and assistance to the State ARNG/ANG Command staff, Directorates or Group Commanders on programs/projects assigned.
  • The incumbent researches current Law, DoD, Department of the Army (DA), Department of the Air Force (DAF), NGB, and State policy, and uses judgment to decide appropriate policy and procedures in relation to current projects, taskings, issues and concerns. Analyzes information and data; assesses progress of programs, projects, and processes.
  • Organizes, manages, and presents information to include recommendations both formally and informally via oral and written means.
  • Uses knowledge of graphics software to prepare charts and graphs, database or spreadsheet software to enter, revise, sort, research, calculate and retrieve data.
  • Serves as a Project Manager for emerging projects assigned to/by the State.
  • Responsible for establishing project teams, managing budget requirements throughout project life-cycle, leads team in identification of goals and objectives, stakeholders, tasks, associated risks, and milestones.
  • Determines workload structure to identify tasks and assign resources.
  • Uses knowledge and experience to analyze information and make quick and appropriate decisions.
  • Routinely keeps State ARNG/ANG Command staff apprised of project status. Establishes, develops, and maintains effective working relationships with coordinating organizations.
  • Delivers presentations on program status, accomplishments, problems, support requirements, and promotion of program objectives to senior military officers and civilians in other program offices throughout the command.
  • Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.
  • Participates in special projects and initiatives and performs special assignments.
  • Identifies the need for special projects and initiates milestones and goals.
  • Researches and recommends appropriate actions or interpretation of issues that impact the organization, command, or agency, and which affect the structure and future work of the organization to senior leadership.
  • Responsible for the work of assigned personnel. Performs the supervisory and managerial responsibilities.
  • Assigns work to functional staff members in accordance with established organization mission and functions, workload fluctuations and personnel availability. Defines and interprets governing policies, procedures and regulations.
  • Provides financial advice and renders decisions on major problems.
  • Reviews operating procedures and policies with respect to the desired performance objectives of management. Advises management of operating areas at risk of not achieving desired performance and recommends corrective actions.
  • Performs other duties as assigned.

  • Must have experience with military pay and UTNG Budgets.
  • Participation in direct deposit is mandatory.
  • May be required to successfully complete a probationary period.
  • Federal employment suitability as determined by a background investigation.
  • Must be able to obtain and maintain the appropriate SECRET or higher security clearance.
  • This position is subject to provisions of the DoD Priority Placement Program.

  • The incumbent of this position description must obtain and maintain a Secret Security Clearance.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

MINIMUM REQUIREMENTS:
Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

ORGANIZATIONAL REQUIREMENT
Must have experience with military pay and UTNG Budgets.

SPECIALIZED EXPERIENCE GS 9:
Have least 1 year at the GS-0301-7 level ?*provide SF-50 to support*.
OR
Have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures?

SPECIALIZED EXPERIENCE GS 11:
Have atleast 1 year at the GS-0301-09 level ?*provide SF-50 to support*.
OR
Have experience in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations?

Education

GS 9:
Substitution of Education:Master's or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
GS 11:
Substitution of Education:Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
