Summary

As a Project Management Program Manager, you will be responsible for managing project management policy, practice, and training within the Division.

This position is located in the Public Buildings Service, Region 5, Real Estate Division (RED), Construction Management and Project Management Programs Branch.

Duties

This position is located in the Public Buildings Service, Real Estate Division (RED). This division manages the acquisition of leased space – and the renovation of existing leased and federal space – to support customer agency real estate needs.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area: Chicago, IL; Springfield, IL; Indianapolis, IN; Milwaukee, WI; Detroit, MI; Battle Creek, MI; Grand Rapids, MI; Cincinnati, OH; Cleveland, OH; Columbus, OH; Minneapolis, MN; St. Paul, MN and Fort Snelling, MN.  You will be expected to report to a specific GSA duty location at least one or more days a pay period depending upon the terms of the agency’s telework policy.

Duties include, but are not limited to:

  • Serves as an expert in project management and serves as the primary point of contact in developing and maintaining Division project management policy, practice, and training regimens. This includes developing and maintaining policy and training documents by staying abreast of Public Buildings Service (PBS), Regional, and Division project management dynamics in both leased and federal space.
  • Serves as a knowledge expert/resource to all Project Management Branches and Division staff overall as required on all aspects of project management, developing and providing guidance, one-to-one guidance if requested, formal and informal training or briefings or other information sharing in this program area.
  • Identifies project management innovations, precedent-setting projects or new training (within and outside of the Federal Government) in the field that would help grow project management within the Great Lakes Region.
  • Engages in helping to resolve questions of project management policy and practice, attending various project or program discussions to offer project management policy and practice guidance or evaluating proposed courses of action to keep projects in line with Public Buildings Services (PBS) and Division policy and practices. 
  • Responsible for liaising with, organizing, leading, and facilitating the Division senior or Expert and Supervisory Project Managers as a Project Management Council, in parity and concert with the Lease Contracting Officer (LCO) Council in order to help ensure project management and lease procurement policy, practice and training are coordinated and harmonized to the maximum extent possible across the project delivery spectrum.

The GS-13 salary range starts at $103,409 per year.  Salary is determined by the location for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience includes oversight and management of projects and programs or aspects of project management-related programs. This experience must include: 

  • Performing project management by providing leadership, guidance, and instruction to project teams; delivering projects; and developing project plans and schedules and;
  • Assessing customer needs to develop customer requirements.

How You Will Be Evaluated

  • Comprehensive knowledge of, demonstrated by significant experience in one or more of the following roles in relation to the delivery of, primarily, leased space projects but also credible experience with Federal/owned space projects in the context of Public Buildings Service (PBS) project delivery: Program Manager, Project Manager (PM), Lease Contracting Officer/Specialist, Contracting Officer’s Representative (Minimum Level II). Experience with professional development to include broad understanding of competencies and qualifications necessary for a highly qualified workforce as well as experience in developing and/or conducting training and other professional development activities is preferred.
  • Ability to function in a dynamic environment, assimilate new information, relate it to ongoing actions, and incorporate it into the program management recommendations.
  • Comprehensive knowledge and understanding of General Services Administration's (GSA’s) unique requirements for project delivery and project management of leased space projects as well as a firm knowledge of Public Buildings Service (PBS) business lines supporting leased space project delivery.
  • Extensive experience in complex leased space and Federal space project management, as demonstrated by prior leased space and Federal project management experience.
  • High level of interpersonal communications and relationship building skills. High level skill with oral and written communications, as well as the ability to prepare and present a wide range of written and graphic material using various presentation methods, and with the ability to conceptualize, develop, and present complex, highly technical information up through senior Regional management if needed.
  • Creativity in conceptualizing, developing and implementing strategies for Division project management training and division project management policy promulgation, including, but not limited to the use of the appropriate means to deliver training and project management policy including leveraging, given the geographic disbursement of Division staff, distance learning technology, to improve the competencies and professionalism of the Division’s project management workforce.
