Summary

As a Project Manager, you will manage a variety of complex projects involving initial space design and build out, repair and alterations, and new construction to provide space that is suitable for customer needs.

Location of position: Public Building Service, Service Center Operations Divisions (SCODS) and Real Estate Division (RED)

We may be filling four vacancies, but additional vacancies may be filled as needed.

Duties

The Service Center Operations Divisions are responsible for all aspects of facility operations, including operating, maintaining and sustaining high quality work environments. Each SCOD provides outleasing expertise, field support, guidance and operational expertise. 

The Real Estate Division manages the acquisition of leased space – and the renovation of existing leased and federal space – to support customer agency real estate needs.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. Positions include routine telework that are geographically specific to: Chicago, IL; Cleveland, OH; Cincinnati, OH; Columbus, OH; Indianapolis, IN; Springfield, IL; Detroit, MI; Grand Rapids, MI; Minneapolis, MN; Milwaukee, WI.  You may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

Duties may include but are not limited to:

  • Developing project schedules and activities in support of project requirements and developing cost and financial documentation for assigned projects.
  • Coordinating development of project activities and obtaining final commitment on final schedules and plans.
  • Participating in procurement planning for projects.
  • Negotiating contract specifications and design changes.
  • Monitoring project reviews, readjusting funds, schedules, and scopes of work for assigned projects.
  • Participating and conducting formal and informal presentations, briefings or necessary customer interactions on all aspects of projects.
  • Performing technical duties necessary for the management of on-site construction, renovation and repair projects.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 1 investigation level) for the GS-11 grade level.
  • Undergo and pass a background investigation (Tier 2 investigation level) for the GS-12 grade level.
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-11 salary range starts at $72,553 per year.  The GS-12 salary range starts at $86,962 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify for the GS-11 grade level, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is utilizing project management practices and tools to manage or assist with construction and/or repair and alteration projects in a real estate environment. This experience must include:

? Managing projects (balancing scope/quality, schedule and budget) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project planning phase through financial closeout;

? Interpreting customer needs and developing them into actionable requirements;

? Coordinating and balancing project plans, budgets, and schedules;

? Coordinating and facilitating decisions with multiple stakeholders;

? Applying procurement knowledge and experience to assist with managing contracts supporting assigned projects; and

? Participating in negotiations for sound real estate business transactions.

OR

You may also qualify if you have completed a Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

Have a combination of graduate education and specialized experience that when combined together meet the qualification requirements of this position.

To qualify for the GS-12 grade level, you must have at lease one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is utilizing project management practices and tools to simultaneously manage multiple construction and/or repair and alteration projects in a real estate environment. This experience must include:

? Managing projects (balancing scope/quality, schedule and budget) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout;

? Interpreting customer needs and developing them into actionable requirements;

? Developing, managing, and balancing project plans, budgets, and schedules;

? Coordinating and facilitating decisions by managing multiple stakeholders;

? Applying procurement knowledge and experience to manage contracts supporting assigned projects; and

? Negotiating sound real estate business transactions.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge of business management, concepts, principles and practices to serve as the manager of designated major projects through planning, execution and project closeout stages.
  • Ability to manage projects impacted by multiple competing priorities and requirements. Skill in allocating fiscal, staff and time resources.
  • Ability to effectively manage project financial/budget planning and analysis.
  • Skill in assessment and evaluation techniques, cost/benefit analysis, acquisition planning, risk management, knowledge management and forecasting.
  • Ability to work with electronic project management systems.
  • Skills in innovation, business acumen, communication, political and business savvy to be able to facilitate decisions of a large group of people and leadership.
  • Knowledge of qualitative and quantitative analysis techniques and methodologies to assess project requirements and develop recommendations that meet goals.
  • Ability to satisfy and support a diverse customer base by assessing their needs and satisfying their expectations within sound business practices.  Negotiating and balancing between agency and customer objectives.
  • Ability to communicate both orally and in writing.
  • Listening and interpretive skills to be able to understand and communicate with others.
  • Ability to identify and use the appropriate relationship management strategies.
  • Knowledge of procurement principles and procedures and of different types of contract vehicles for various goods and services i.e. construction, leasing, design, furniture, IT, etc.
  • Familiarity with contract monitoring and contract termination functions. Skills in techniques to negotiate contract costs, prices and terms.
  • General knowledge of real estate processes and programs to include site acquisition, lease procurement, construction management, real estate markets and financial management as it relates to real estate.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
