Summary

As a Senior Project Manager within the Public Buildings Service (PBS), Region 2 Northeast and Caribbean Region, Leasing Division, you will be responsible for overall project management of projects that entail complex building and/or leasing projects or project groupings from the preliminary planning stage through the design, construction, and check-out stage.


We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Lead the development of the most major, politically sensitive and complex project plans including methodology, resource requirements, timelines, priorities and budget impact.

Direct and perform budget planning. Establish evaluation criteria and measurements to assess projects. Prepare timelines for project completion, implement a system for review, control, and reporting on project status.

Ensure that projects delivered meet agreed to customer requirements. Manage all aspects of the of the project's finances. Ensure the latest trends and state of the art technologies in facility design, construction, alterations, space management, contracting, negotiations, and knowledge management are applied. Independently develop innovative solutions to address unanticipated project complications.

Ensure the completion of project documents and make certain they are uploaded into all necessary systems of record in order to track established performance metrics and historical trends. Conduct and document lessons learned analysis.

Negotiate and coordinate project plans, budget objectives and schedules with customer agencies to establish and/or manage customer expectations. Inform customer officials of project status and any requirements for additional agency initiated action.

Work with stakeholders and key leadership in various Federal agencies, State and local governments, non-profits, community organizations, special interest groups, and environmentalists. Maintain and/or oversee continuous contact with Federal, State and local officials, and the media (in coordination with Public Affairs) with regard to project issues and status. Brief key leadership on costs, impact, feasibility, alternatives, issues, recommendations and status of project development and implementation.

Lead and facilitate the efforts and expertise of a wide range of disciplines. Serve as a mentor for team members and others.

Direct the acquisition and management of large numbers and types of contracts supporting all aspects of leasing and/or Federal construction projects. Monitor progress and evaluating performance against contract requirements.

Negotiate the business transaction with customer agencies, including utilization rates and financial obligations; develop complex, accurate requests for funding and tracking financial obligations and expenses throughout the planning, execution and close-out of projects.

The GS-1101-13 salary range starts at $103,409 per year.  

Specialized experience is one year of experience equivalent to the GS-12 level  in the Federal service utilizing project management practices and tools to simultaneously manage multiple complex and high risk construction and/or repair and alteration projects in a real estate environment. This experience must include:

  • Managing complex projects (balancing scope/quality, schedule, budget and risk) requiring the services of multiple disciplines (i.e., construction,
    design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout;
  • Interpreting multi-level customer needs and developing them into actionable requirements;
  • Developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation
    strategies;
  • Managing multiple stakeholders by developing relationship strategies;
  • Applying procurement knowledge and experience to manage contracts supporting assigned projects; and
  • Negotiating sound real estate business transactions.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

 Project Management:

  • Mastery of business management, concepts, principles and practices sufficient to permit the incumbent to serve as the manager of designated major projects from planning, execution and project closeout stages.

Relationship Management

  • Ability to satisfy and support a diverse customer base by working effectively with customers, assessing their needs and satisfying their expectations within sound business practices. Negotiating and balancing between customer objectives and GSA objectives.

Contract Management 

  • Knowledge of procurement principles and procedures and of different types of contract vehicles for various goods and services i.e. construction, leasing, design, furniture, IT, etc

Business Transaction Management

  • Skill in assessment and evaluation techniques, cost/benefit analysis, acquisition planning, risk management, knowledge management and forecasting are required.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
